India has taken another significant step towards transforming its higher education landscape by approving the establishment of branch campuses of some of the world’s leading foreign universities. The University Grants Commission (UGC) has issued 16 Letters of Intent (LoIs) to 15 Foreign Higher Educational Institutions (FHEIs), paving the way for internationally reputed universities to begin operations in the country.
The move is expected to strengthen India’s higher education ecosystem by providing students with access to globally recognized academic programmes without having to travel abroad. It also aligns with the broader objective of making India an international education hub under the National Education Policy (NEP) 2020.
Leading Global Universities to Set Up Campuses
The universities receiving approval belong to Australia, Italy, the United Kingdom, and the United States of America. Their campuses are proposed to be established in key educational and business centres, including Bengaluru, Greater Noida, Gurugram, Mumbai, and Chennai.
These institutions plan to introduce a diverse range of undergraduate and postgraduate programmes that reflect emerging global academic and industry trends. Proposed areas of study include business management, economics, accounting, finance, software engineering, artificial intelligence, data science, cybersecurity, game design, entrepreneurship, innovation, biomedical sciences, and several other future-focused disciplines.
Officials believe that these programmes will help equip Indian students with globally relevant skills while supporting the country’s growing demand for a highly skilled workforce.
Single-Window Approval Process Introduced
To simplify and accelerate the approval process, the UGC has established a single-window clearance mechanism for foreign universities interested in opening campuses in India.
A high-powered Standing Committee has been constituted to examine applications submitted by foreign institutions. The committee evaluates proposals based on academic quality, institutional reputation, regulatory compliance, and long-term viability before making recommendations to the UGC.
Following these recommendations, the Commission grants in-principle approval and issues a Letter of Intent, allowing institutions to move forward with establishing their campuses.
This streamlined process is intended to make India an attractive destination for globally reputed universities while ensuring transparency and quality assurance.
Strict Eligibility Criteria for Foreign Institutions
The UGC has laid down stringent norms to ensure that only globally reputed institutions are allowed to establish campuses in India.

Only universities ranked among the world’s top 500 are eligible to apply under the UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023.
Applicants are also required to submit their latest accreditation and quality assurance reports issued by internationally recognized agencies. These requirements aim to ensure that only institutions with proven academic excellence and strong governance standards receive approval.
The regulatory framework is designed to maintain high educational standards while protecting the interests of students enrolling in these campuses.
Degrees to Hold Equal Recognition in India
One of the most significant features of the UGC regulations is that degrees awarded by these foreign university campuses in India will enjoy full recognition.
Qualifications issued by approved foreign universities under the UGC framework will be treated as equivalent to corresponding degrees awarded by Indian higher educational institutions. Students graduating from these campuses will not require any additional equivalence certification from any authority for recognition within India.
This provision is expected to increase confidence among students and employers while ensuring smooth academic and professional mobility.
Quality Standards to Match Parent Campuses
According to the UGC framework, every foreign university establishing a campus in India must ensure that the quality of education remains consistent with that offered at its main campus abroad.
The institutions will have to maintain comparable academic standards, curriculum quality, faculty qualifications, assessment systems, and student services while complying with all applicable Indian laws and regulations.
The objective is to ensure that Indian students receive the same educational experience and globally accepted qualifications without leaving the country.
Government Forms Facilitation Committee
To support the implementation of these projects, the Government has also established a dedicated Facilitation Committee for Foreign Higher Educational Institutions.
Constituted on December 16, 2025, the committee is responsible for assisting approved universities after they receive their Letters of Intent from the UGC.
Its responsibilities include facilitating the establishment of campuses, coordinating with relevant authorities, and monitoring compliance with India’s regulatory framework. The committee will also oversee governance, academic quality, financial management, and operational aspects to ensure smooth functioning.
Officials believe that this institutional support will help foreign universities establish campuses efficiently while maintaining regulatory compliance.
Major Step Towards Globalising Indian Higher Education
The approval of foreign university campuses marks a significant milestone in India’s higher education reforms. By bringing globally recognized institutions into the country, the initiative is expected to expand academic choices, encourage research collaborations, improve innovation, and create new opportunities for students.
Experts also believe the move could reduce the financial burden on students who otherwise pursue expensive overseas education while attracting international faculty, strengthening research partnerships, and enhancing India’s position as a global education destination.
