The Ministry of Education has constituted a three-member committee to investigate the circumstances surrounding the death of a student at the (IIIT) Indian Institute of Information Technology, Ranchi. The decision reflects the Ministry’s move to examine the incident, assess the institute’s student support mechanisms and identify potential gaps in campus facilities and welfare systems.
The committee will be chaired by Professor Rajni Abbi, Director of the South Campus of the University of Delhi. A senior psychiatrist and a senior officer from the Ministry of Education will serve as the other two members.
According to the Ministry, the committee has been tasked with examining the circumstances surrounding the incident and assessing the implementation of relevant guidelines at the institute. Its review will focus on essential campus facilities, institutional support, counselling and mentoring arrangements, and student grievance redressal mechanisms.
The Ministry has also stated that it is undertaking suitable interim administrative arrangements to ensure the smooth and effective functioning of IIIT Ranchi, with particular consideration for the interests and well-being of students.
Education Ministry Takes Cognizance of Student Death
The Ministry of Education has taken cognizance of the student’s death at the IIIT Ranchi campus and initiated a formal review to understand the circumstances and related institutional issues.
The formation of the committee is intended to facilitate a detailed examination of the incident rather than limit the review to its immediate circumstances. By bringing together academic leadership, psychiatric expertise and a senior government official, the panel is expected to assess different aspects of the institute’s functioning that may have a bearing on student welfare.
However, the Ministry’s announcement does not establish the cause of the student’s death or attribute responsibility to any individual or institution. The committee’s findings and recommendations will be important in determining whether any shortcomings in existing systems require corrective action.
Professor Rajni Abbi to Lead Three-Member Committee
Professor Rajni Abbi, Director of the University of Delhi’s South Campus, will lead the committee constituted by the Ministry of Education.

The panel’s composition includes three members with distinct areas of expertise. Professor Abbi will chair the inquiry, while a senior psychiatrist will contribute professional insight into mental health and psychological support systems. A senior Ministry of Education officer will also participate in the review.
The committee has been authorised to interact with relevant stakeholders and examine records and documents as necessary. These steps are expected to help the panel assess the institute’s existing arrangements and identify areas that may need improvement.
The Ministry has not specified a deadline for submission of the committee’s report in the announcement.
Campus Facilities and Student Support Systems Under Review
One of the committee’s primary responsibilities will be to assess the availability and functioning of basic facilities at IIIT Ranchi.
The review will also cover institutional support systems, including counselling services, mentoring arrangements and mechanisms through which students can raise complaints or seek assistance.
These systems play an important role in helping students navigate academic pressure, personal difficulties and other challenges associated with campus life. Accessible counselling, effective mentoring and responsive grievance redressal mechanisms can help institutions identify concerns early and connect students with appropriate support.

The committee will examine whether the relevant guidelines are being implemented and determine whether gaps exist between prescribed requirements and actual arrangements at the institute.
Its findings could help identify areas where administrative procedures, student support services or campus facilities require strengthening.
Committee to Identify Systemic Gaps and Recommend Reforms
Beyond examining the immediate incident, the committee has been directed to identify systemic gaps and recommend appropriate measures to strengthen student well-being.
This mandate places institutional safeguards and the prevention of similar incidents among the key areas of the review.
The panel will be able to engage with stakeholders and examine relevant documents and records as part of its assessment. Such an exercise can help establish a clearer picture of the institute’s existing practices, the accessibility of support services and the effectiveness of mechanisms intended to address student concerns.
The recommendations could guide improvements in student welfare arrangements and institutional accountability, depending on the findings of the inquiry.
The Ministry has not yet announced specific reforms arising from the review. Any further measures will depend on the committee’s assessment and the subsequent decisions of the competent authorities.
Interim Administrative Arrangements for IIIT Ranchi
Alongside the committee’s work, the Ministry of Education is making suitable interim administrative arrangements to maintain the effective functioning of IIIT Ranchi.
The stated objective is to ensure that the institute continues to operate smoothly while safeguarding the interests and well-being of its students.
IIIT Ranchi is a public-private partnership institution established under the PPP model. The Ministry’s announcement places the institute’s administrative functioning and student welfare at the centre of the immediate response.
Maintaining academic continuity and ensuring that students can access necessary institutional services will remain important as the review proceeds.
Focus on Student Well-Being and Institutional Accountability
The constitution of the three-member committee marks a formal step towards examining the circumstances of the student’s death and reviewing the safeguards in place at IIIT Ranchi.
Its findings are expected to help the authorities understand whether improvements are required in campus facilities, counselling and mentoring services, grievance redressal mechanisms or broader institutional support systems.
For now, the Ministry has announced the committee’s mandate and interim administrative measures, but has not disclosed the inquiry’s conclusions.
The outcome of the review will be significant in determining what further steps may be necessary to strengthen student welfare and help prevent the recurrence of similar incidents at the institute.
