UK-India Strike Powerful New Pact To Combat Digital Fraud With AI And Telecoms

The UK and India have launched a powerful telecom partnership to combat rising digital fraud, strengthen AI-driven network security and build a safer, more trusted digital ecosystem.

The United Kingdom and India have stepped up cooperation against the growing threat of digital fraud, with the UK Government and the Cellular Operators Association of India (COAI) signing a new Memorandum of Understanding (MoU) on September 14. The agreement aims to strengthen collaboration between the two countries’ telecommunications sectors and harness artificial intelligence (AI) to build safer and more resilient digital networks.

The partnership establishes a framework for sharing knowledge, experience and best practices on major digital fraud challenges affecting both countries. It will also encourage greater engagement between telecom industry experts and government stakeholders to identify emerging risks and develop effective responses to increasingly sophisticated forms of digital crime.

UK-India Pact Targets Rising Digital Fraud

Digital fraud has become a growing transnational organised crime, with criminals increasingly exploiting interconnected communication networks and digital services across national borders. The UK and India are seeking to place the telecommunications industry at the centre of efforts to strengthen fraud prevention and protect citizens, businesses and institutions.

The new agreement will enable experts from both countries to exchange information on technologies, security approaches and methods for tackling digital fraud. It will also examine how recent advances in AI can support the design, management and security of modern telecom networks.

The collaboration comes at a time when AI is rapidly changing the digital economy and creating new opportunities for both stronger security and more sophisticated criminal activity.

AI to Strengthen Telecom Network Security

Ben Mellor, Acting British High Commissioner to India, highlighted the importance of cooperation between governments and the private sector as technology continues to evolve rapidly.

“We are living through an extraordinary period of technological change, with AI transforming the way communication networks are designed and secured,” Mellor said.

He stressed that industry partners have a crucial role in protecting citizens, businesses and institutions from malicious actors. According to Mellor, closer cooperation between governments and industry is essential to address emerging challenges at the intersection of telecommunications and digital security.

“The MoU we’ve signed today reflects the UK’s and India’s shared commitment to address emerging challenges at the intersection of telecommunications and digital security,” he said.

The agreement is also aligned with the objectives of the Technology Security Initiative (TSI) and UK-India Vision 2035, which seek to promote technological innovation while maintaining confidence and trust in digital services.

COAI, UK Hold First Formal CO.AI Collaboration

The CO.AI (Communications and AI) panel discussion held on September 14 marked the first formal collaboration between the UK and COAI. The event brought together representatives from the telecom industry, the Government of India and the British High Commission.

Participants included the Telecom Regulatory Authority of India (TRAI), the Department of Telecommunications (DoT), Vodafone, Jio Infocomm and Bharti Airtel.

The discussion focused on the evolving relationship between AI and telecommunications and explored ways in which advanced technologies can improve network performance, security and consumer protection.

Lt. Gen. Dr. SP Kochhar, Director General of COAI, said India’s next phase of connectivity must be intelligent, secure, resilient and focused on citizens.

“For India, the next phase of connectivity must be intelligent, secure, resilient and citizen-centric,” Kochhar said.

He added that telecom networks would increasingly move beyond simply supporting AI workloads and become AI-enabled systems themselves. Such networks could optimise performance, strengthen security, improve service quality and help protect consumers from emerging digital risks.

UK Commits £250 Million to New Fraud Strategy

The UK Government is also intensifying its domestic efforts to combat fraud, which has become a major economic and public security challenge. Fraud against individuals and businesses is the largest reported crime type in England and Wales and was estimated to cost the economy £14.4 billion during 2023–24.

The UK has committed more than £250 million between 2026 and 2029 to deliver a new Fraud Strategy aimed at tackling fraud targeting individuals and businesses.

As part of the strategy, the UK launched a new Online Crime Centre in April. The centre brings together specialists from government, policing, intelligence agencies, banks, mobile networks and major technology companies to coordinate efforts against fraud.

The UK is also promoting a Telecoms Fraud Charter designed to encourage greater adoption of AI within the telecommunications industry. A new Report Fraud service is another component of the wider effort to improve the reporting and response to fraudulent activity.

UK-India Technology Partnership Expands

The latest telecom agreement builds on the wider Technology Security Initiative launched in 2024. Under the initiative, the UK and India are developing a UK-India Connectivity and Innovation Centre as well as the UK-India Joint Centre for AI.

The initiatives are intended to deepen cooperation in advanced communications, AI and technology security while helping both countries contribute to the development of emerging technologies globally.

With digital fraud increasingly crossing international boundaries, the UK-India partnership represents a significant effort to combine government coordination, telecom expertise and AI innovation. The collaboration is expected to support stronger fraud resilience while helping create a more secure, trusted and technologically advanced digital ecosystem.
