A major immigration and security lapse at Delhi airport has triggered serious scrutiny after three Italian passengers reportedly boarded an international flight to Munich without completing the mandatory immigration process. The incident has prompted the Union Civil Aviation Ministry to seek an explanation from Air India, while the Union Home Ministry has ordered a high-level review of the circumstances surrounding the breach.
Three Italian Passengers Bypass Immigration at Delhi Airport
The three Italian nationals had travelled from Amritsar to Delhi on an Air India flight on September 4. From Delhi, they were scheduled to travel onward to Munich on a Lufthansa flight.
According to sources cited in the report, the passengers did not complete immigration formalities after arriving at Delhi. Instead, they were reportedly directed towards the international transfer area and subsequently boarded the Lufthansa flight bound for Munich.
The development has raised concerns because passengers on the particular Amritsar-Delhi-Munich journey were required to complete immigration procedures at Delhi before taking the international flight.
Air India Faces Show-Cause Notice
Following the incident, the Union Civil Aviation Ministry issued a show-cause notice to Air India and sought an explanation from its CEO, Tewolde Gebremariam.
The airline has been given seven days, until September 19, to respond to the questions raised by the ministry. Officials are examining the responsibilities of the airline and SATS personnel who were involved in handling and escorting the passengers through the airport.
The ministry has raised nine separate points concerning the incident and asked Air India to explain why action should not be taken over the alleged procedural violations and non-compliance.
Among the key questions is why the passengers were taken through an international-to-international transfer route instead of being directed to the designated arrival immigration area.
Questions Over Boarding Pass Issued at Amritsar
The authorities are also examining how the passengers received their onward Lufthansa boarding passes at Amritsar.
According to the report, the Civil Aviation Ministry has questioned why the onward boarding passes were issued at the origin airport when the applicable Hub-and-Spoke standard operating procedure did not provide for such issuance at the spoke airport in this particular case.
The ministry has also sought details about the role of the designated airline Nodal Officer and the supervisory arrangements that were in place when the incident occurred.
Air India has not publicly commented on the matter so far, according to the report.
Home Ministry Calls High-Level Security Meeting
The immigration lapse has also drawn the attention of the Union Home Ministry, which has described the episode as a serious security and immigration-related failure.
A high-level meeting has been scheduled under the chairmanship of Home Secretary Govind Mohan. Senior officials from the Civil Aviation Ministry, the Bureau of Immigration, Delhi airport authorities and Air India are expected to participate.

The meeting is aimed at examining the circumstances that allowed the passengers to reach an international departure without completing the required immigration checks.
The Home Ministry has also asked the Civil Aviation Ministry to prepare a presentation on previous incidents involving violations of the Hub-and-Spoke policy.
What Is the Hub-and-Spoke System?
The Hub-and-Spoke model allows eligible passengers travelling internationally through a designated hub airport to complete immigration procedures at their originating “spoke” airport.
In such cases, passengers arriving at the hub generally proceed through the designated transfer process and undergo the required security checks before boarding their international flight.
However, authorities have clarified that the Amritsar-Delhi and Delhi-Munich sectors involved in this incident were not covered under the relevant Hub-and-Spoke arrangement.
Therefore, the three passengers were required to exit through the arrival area at Delhi airport and complete immigration before proceeding towards their Munich-bound flight.
Serious Security Questions Raised
The incident has highlighted potential vulnerabilities in airport transfer procedures and raised questions about coordination between airlines, ground-handling personnel and immigration authorities.
