India is set to reinforce its leadership in global education diplomacy as the Ministry of Education prepares to host the 13th BRICS Education Ministers’ Meeting and the 3rd BRICS Senior Officials’ Meeting in Bhubaneswar, Odisha, from **August 5 to 7, 2026. The three-day event will bring together education ministers, senior officials, and delegates from BRICS member countries to discuss key initiatives aimed at expanding cooperation in education, skill development, research, and innovation.
The meetings are being organised under India’s BRICS Chairship 2026, which is guided by the theme, “Building for Resilience, Innovation, Cooperation and Sustainability.” The theme reflects India’s vision of promoting inclusive growth, people-centric development, and stronger international partnerships through education.
Focus on Five Strategic Education Priorities
The upcoming ministerial meeting will focus on five major areas identified as priorities for BRICS cooperation in education.
These include strengthening Early Childhood Care and Education (ECCE) to improve foundational learning, enhancing collaboration in Technical and Vocational Education and Training (TVET) through the BRICS TVET Cooperation Alliance, promoting joint research, innovation, and startup ecosystems, expanding the Mutual Recognition of Qualifications (MRQ) framework among member nations, and developing capacity-building initiatives for academic leadership.
Officials believe these focus areas will help BRICS countries create stronger educational ecosystems capable of addressing emerging global challenges while improving access to quality education and employment opportunities.
India’s Vision for BRICS Education Cooperation
India’s chairship aims to strengthen multilateral cooperation through education by encouraging knowledge sharing, academic partnerships, and innovation-led growth.
The guiding theme of the chairship aligns with the vision presented by Prime Minister during the 2025 BRICS Summit in Rio de Janeiro. It emphasizes resilience, innovation, sustainability, and cooperation while promoting a humanity-first approach to development.
Education officials say the ministerial discussions are expected to contribute significantly to strengthening long-term collaboration among BRICS countries in higher education, research, digital learning, and workforce development.
Series of Preparatory Meetings Build Consensus
The Bhubaneswar meeting follows several preparatory engagements conducted under the BRICS Education Track during India’s chairship.
The first BRICS Senior Officials’ Meeting was held on April 7, 2026, followed by the second meeting on April 28, 2026. These discussions laid the groundwork for identifying common priorities and drafting proposals for ministerial consideration.
In July, India also hosted the BRICS Network University Conference and the International Governing Board Meeting on July 20–21, 2026. These events brought together academic institutions and policymakers to strengthen university collaborations, research partnerships, and academic mobility across BRICS nations.
According to officials, these meetings have played a vital role in building consensus on proposed outcomes and preparing the agenda for the education ministers.
TVET Cooperation Strengthens Workforce Readiness
Ahead of the ministerial meeting, India hosted the BRICS TVET Symposium and the Joint Management Committee (JMC) Meeting of the BRICS TVET Cooperation Alliance in New Delhi on August 3–4, 2026.
Organised by the Ministry of Skill Development and Entrepreneurship, these sessions focused on expanding collaboration in technical and vocational education, skill development, and workforce preparedness.
Delegates exchanged research findings, best practices, and policy experiences to improve vocational education systems capable of meeting changing industry demands. The discussions also explored ways to create stronger partnerships between educational institutions and industries across BRICS countries.
Youth Participation Through Model BRICS Initiative
Alongside official meetings, India is placing considerable emphasis on engaging young people in international diplomacy through the Model BRICS initiative.
Designed as a student-focused programme, Model BRICS will be organised on the sidelines of various BRICS ministerial meetings across the country. The initiative seeks to familiarise students with the functioning of BRICS institutions while encouraging greater understanding of diplomacy, international cooperation, and consensus-building.
Officials believe the programme will help nurture future global leaders by providing young participants with practical exposure to multilateral negotiations and policymaking processes.
Strengthening Global Educational Partnerships
The upcoming meetings are expected to further strengthen educational cooperation among BRICS member nations by encouraging collaborative research, innovation-driven development, academic exchanges, and recognition of qualifications.
