India and Australia have significantly elevated their Comprehensive Strategic Partnership during the Third Australia–India Annual Summit held in Melbourne, with Prime Minister Narendra Modi and Australian Prime Minister Anthony Albanese announcing a series of landmark initiatives covering defence, maritime security, trade, energy, technology, education and regional cooperation.
Prime Minister Modi visited Australia from July 8 to July 10 at the invitation of Prime Minister Albanese. During the summit, both leaders reaffirmed that the India-Australia relationship has entered a new phase marked by stronger strategic cooperation and shared commitments to maintaining peace, prosperity and stability across the Indo-Pacific.
The leaders described their partnership as one built on democratic values, mutual trust, growing economic engagement and strong people-to-people ties. They agreed that closer collaboration would help both nations respond effectively to emerging geopolitical and economic challenges.
Defence Partnership Reaches a New Milestone
Defence and security cooperation emerged as one of the most significant outcomes of the summit. Both countries announced a Joint Declaration on Defence and Security Cooperation, signalling a major expansion of bilateral military ties.
India and Australia also agreed to establish an Annual Defence Ministers’ Dialogue to strengthen strategic consultations and coordinate defence cooperation more effectively. The leaders noted the growing scale and complexity of military exercises conducted under their Mutual Logistics Support Arrangement and expressed satisfaction that defence engagement now covers land, sea, air, cyber and emerging domains.
The summit also highlighted efforts to improve interoperability between the armed forces of both countries and expand cooperation with trusted regional partners.
Both leaders agreed to deepen defence industry collaboration by encouraging stronger links between Indian and Australian defence manufacturers. Discussions also included future cooperation in defence research, innovation and military technology.
They welcomed ongoing efforts to finalise a Memorandum of Understanding for the provision of defence articles and services while supporting greater industry participation through defence trade missions and business engagements.
Maritime Security Takes Centre Stage
Recognising the strategic importance of the Indo-Pacific, India and Australia unveiled an India-Australia Maritime Security Collaboration Roadmap aimed at strengthening regional maritime cooperation.
The roadmap focuses on expanding information sharing, operational coordination, capacity building and capability development to promote a secure and stable maritime environment.
A Memorandum of Understanding between Australia’s Maritime Border Command and the Indian Coast Guard was also welcomed as a major step towards enhancing maritime security cooperation.
Both governments reaffirmed their commitment to safeguarding freedom of navigation and maintaining a rules-based maritime order in accordance with international law, including the United Nations Convention on the Law of the Sea (UNCLOS).
Economic Partnership Set for Major Expansion
Economic cooperation featured prominently during the summit as both Prime Ministers reviewed the positive impact of the India-Australia Economic Cooperation and Trade Agreement (ECTA).
The leaders expressed satisfaction over growing bilateral trade and agreed to accelerate negotiations for a Comprehensive Economic Cooperation Agreement (CECA), which is expected to unlock greater investment opportunities and further reduce trade barriers.
Prime Ministers Modi and Albanese also encouraged stronger private-sector investment and welcomed the Australia-India CEO Forum, where business leaders explored opportunities in manufacturing, technology, infrastructure and innovation.
Both countries acknowledged the complementarities between India’s “Make in India” initiative and Australia’s “Future Made in Australia” strategy, identifying advanced manufacturing and technology as priority sectors for future collaboration.
Critical Minerals and Energy Cooperation Strengthened
India and Australia reaffirmed their commitment to building resilient supply chains for critical minerals that are essential for clean energy technologies, electric vehicles and advanced manufacturing.
The two governments agreed to strengthen partnerships between government agencies, private companies and research institutions to promote long-term investments and secure mineral supplies.
Energy security also emerged as a major area of cooperation. Both leaders endorsed a Joint Statement on Energy Security, committing to greater collaboration in renewable energy, clean technologies and sustainable energy transitions.
The leaders also recognised progress made under the India-Australia Renewable Energy Partnership, including initiatives such as the Rooftop Solar Academy, which supports skill development in renewable energy.
Technology, Cyber and Space Collaboration Expand
Technology cooperation received a significant boost with both nations announcing the Australia-India Partnership on Cyber, Critical Technologies and Supply Chains (PACTS).
The new initiative aims to strengthen collaboration in cyber security, digital resilience, critical technologies, supply chain diversification and advanced scientific research.
India, Australia and Canada also signed the Australia-Canada-India Technology and Innovation Partnership Memorandum of Understanding to promote trusted international cooperation in emerging technologies.
Space cooperation was another major highlight. Australia reaffirmed its support for India’s Gaganyaan Human Space Flight Programme, including assistance through a temporary tracking facility on the Cocos (Keeling) Islands.
The leaders also agreed to deepen cooperation between the Indian Space Research Organisation (ISRO) and the Australian Space Agency in future space missions and commercial space activities.
Australia further reiterated its support for India’s membership in the Nuclear Suppliers Group and welcomed arrangements that would facilitate long-term Australian uranium exports for peaceful civilian nuclear purposes under international safeguards.
Education, Skills and Community Links Receive Major Push
People-to-people ties remained central to the summit discussions.
The leaders highlighted the growing Indian community in Australia, now the country’s largest overseas-born community, and acknowledged its important contribution to Australian society.
Australia announced additional funding for the Centre for Australia-India Relations through its Maitri grants programme to encourage stronger educational, business and cultural exchanges.
Education cooperation also expanded with approvals for additional Australian university campuses in India, including institutions in Bengaluru and Gurugram.
The two governments also agreed to establish stronger vocational training partnerships, particularly in mining skills development, through a National Centre of Excellence for Skilling in Odisha.
Sports cooperation was enhanced through a new India-Australia Sports Collaboration Roadmap, supporting collaboration ahead of major international sporting events to be hosted by both countries over the coming decade.
Shared Vision for a Free and Open Indo-Pacific
Prime Ministers Modi and Albanese reaffirmed their commitment to a free, open and inclusive Indo-Pacific governed by international law.
They reiterated support for the Quad, ASEAN centrality, the Indian Ocean Rim Association and other regional mechanisms that promote stability and sustainable development.
The leaders expressed concern over rising tensions in the Middle East, the humanitarian consequences of the conflict in Ukraine and the continuing crisis in Myanmar, calling for dialogue, restraint and peaceful resolution of disputes.
Both countries also strongly condemned terrorism in all forms, pledged closer intelligence sharing and committed to expanding cooperation against terrorism, violent extremism, cyber-enabled threats and terrorist financing.
Australia once again reiterated its support for India’s bid for permanent membership of a reformed United Nations Security Council while both nations reaffirmed support for each other’s future non-permanent UNSC candidatures.
The summit concluded with both Prime Ministers expressing confidence that the expanded Comprehensive Strategic Partnership will serve as a strong foundation for deeper bilateral cooperation while contributing to peace, economic growth and stability across the Indo-Pacific region.
