NEW DELHI: The Central Secretariat Group-C Employees’ Association (CSGCEA), affiliated with the Bharatiya Mazdoor Sangh (BMS), has announced a peaceful “Vande Mataram Sankalp Sabha” on July 14, 2026, intensifying its campaign for the resolution of long-pending promotion and cadre-related issues affecting thousands of Central Secretariat employees. The association has warned that continued inaction by the government may force employees to launch a larger agitation in the coming months.
According to the association, over 1,000 employees from various ministries and departments of the Central Government are expected to assemble near the VIP Gate of Kartavya Bhawan-III in New Delhi from 1:00 PM to 1:29 PM, during the lunch break. The gathering is aimed at drawing the government’s attention to grievances related to Multi-Tasking Staff (MTS) and the Central Secretariat Clerical Service (CSCS) while ensuring that official work is not disrupted.
The association claims to represent more than 8,000 employees working in the Central Secretariat and says many of them have remained without a single promotion despite serving for nearly 20 to 25 years.
Promotion Stagnation at the Centre of Employees’ Protest
In a detailed representation addressed to Union Home Minister, Union Minister of State (Independent Charge) for Personnel Dr. Jitendra Singh, the Home Secretary, and the Secretary of the Department of Personnel and Training (DoPT), the association highlighted what it described as prolonged stagnation in the promotional avenues available to MTS and CSCS employees.
The representation states that while cadre reviews for several Central Secretariat services were initiated in November 2022, the final report of the first cadre review of the Central Secretariat Clerical Service (CSCS) has still not been published or implemented. Employees argue that the delay has created uncertainty and adversely affected their career progression.
The association further alleged that no comprehensive cadre rules have yet been framed for the MTS cadre, leaving thousands of employees without a clear promotional roadmap. It said the absence of timely administrative reforms has resulted in severe stagnation across the Central Secretariat workforce.
Association Lists Six Major Demands
The CSGCEA has placed a series of demands before the government, stating that these measures are essential to restore confidence among employees and provide fair career opportunities.
The key demands include:
- Immediate publication and implementation of the first CSCS Cadre Review.
- Grant of ad-hoc promotions to all eligible Multi-Tasking Staff who have completed eight years of service.
- Introduction of a time-bound promotion policy similar to other Central Government services.
- Centralisation of the CSCS cadre and inclusion of MTS employees within the cadre structure.
- Reduction of the qualifying service for promotion from Junior Secretariat Assistant (JSA) to Senior Secretariat Assistant (SSA) from eight years to five years.
- Reduction of the qualifying service for promotion from Senior Secretariat Assistant (SSA) to Assistant Section Officer (ASO) from ten years to six years, both on a seniority-cum-fitness basis.
According to the association, these reforms would remove long-standing bottlenecks and ensure timely career progression for deserving employees.
Repeated Appeals to DoPT Receive No Response
The association stated that it has repeatedly sought appointments with the Secretary of the Department of Personnel and Training through official representations.

It referred to letters sent on November 28, 2025, and March 23, 2026, requesting a meeting to discuss the issues affecting MTS and CSCS employees. However, it claimed that neither an appointment nor any official communication has been received from the department.
The lack of response, the association said, has disappointed employees who have been waiting for years for administrative decisions on promotions and cadre restructuring.
Patriotic Gathering to Submit Memorandum
The organisation has described the Vande Mataram Sankalp Sabha as a peaceful, democratic and patriotic programme. During the gathering, employees will sing “Vande Mataram” and the National Anthem before submitting a memorandum highlighting their long-pending demands.
The memorandum is expected to be addressed to the Prime Minister and senior government officials, urging immediate intervention to resolve issues related to cadre review, promotional policies and service conditions.
The association has also requested the Ministry of Home Affairs, Delhi Police and CISF authorities to facilitate the peaceful conduct of the programme and provide necessary permissions, if required.
It assured the authorities that the gathering would remain disciplined and would take place only during the lunch break so that government functioning is not affected.
BMS Backs Employees’ Demand
Extending support to the campaign, Dr. Deependra Chahar, General Secretary of BMS Delhi, said the concerns raised by employees deserve urgent attention from the government.
“Thousands of Central Secretariat employees have been waiting for promotions for years despite rendering long and dedicated service. The government should not delay any further in implementing the cadre review and promotion reforms. If these genuine demands continue to be ignored, employees may be compelled to launch a larger democratic agitation,” he said.
The statement reflects growing concern within employee organisations over delays in cadre restructuring and promotional opportunities.
Association Seeks Direct Dialogue with Government
The CSGCEA has reiterated that its primary objective is to secure a constructive dialogue with the government rather than confrontation.
It has appealed for a meeting with the DoPT Secretary so that representatives of employees can directly present their grievances and discuss practical solutions. According to the association, timely intervention by the government would help resolve issues that have remained pending for several years and improve the morale of employees serving in various ministries and departments.
The association also believes that implementation of the CSCS cadre review, introduction of a structured promotion mechanism for MTS employees and rationalisation of promotional timelines would strengthen administrative efficiency while ensuring fair career progression.
Employees Hope for Positive Government Response
As preparations for the July 14 programme gather pace, employee representatives say they remain hopeful that the government will respond positively before the proposed gathering.
While emphasising that the Vande Mataram Sankalp Sabha is intended to be peaceful and patriotic, the association has made it clear that employees expect concrete action on their long-pending demands. With more than 8,000 employees said to be affected by delayed promotions and cadre reforms, the outcome of the government’s response could play a significant role in determining the future course of the employees’ movement.
The association maintains that timely implementation of cadre reviews, transparent promotion policies and regular engagement with employee representatives are essential for maintaining morale and ensuring an efficient Central Secretariat workforce.
