Union Minister for Education Pralhad Joshi has launched a six-month Certificate (Bridge) Course in Primary Teacher Education (PTE), aimed at strengthening the professional capabilities of in-service primary school teachers holding B.Ed. degrees.
The programme is designed to provide eligible teachers with specialised training and certification for teaching students at the primary level, covering Classes I to V. It seeks to strengthen classroom practices by combining academic learning with practical school-based experience.
NIOS to Implement Primary Teacher Bridge Course
The Bridge Course will be implemented through the National Institute of Open Schooling (NIOS). It has been structured to help teachers develop child-centred, inclusive and age-appropriate teaching approaches.
The programme focuses on the specific learning requirements of young children and seeks to improve teaching quality during the foundational and primary stages of education. Teachers will receive training designed to help them respond to diverse learning needs and create more effective classroom environments.
Course Designed Under NCTE Framework
The programme has been developed in accordance with the framework of the National Council for Teacher Education (NCTE). It combines theoretical instruction with practical exposure to strengthen pedagogical competencies required at the primary stage.
As part of the programme, teachers will undertake at least 10 days of online contact classes and a minimum of 20 days of school-based experience. This structure is intended to connect educational concepts with their application in real classroom situations.
The course comprises six theory papers along with a school-based practicum. Practical components include teaching practice, reflective journals and portfolios, allowing participating teachers to assess and improve their classroom methods through continuous reflection.
Supreme Court Judgment Led to Bridge Course
The development of the programme follows the Supreme Court of India’s judgment dated April 8, 2024, in Civil Appeal No. 5068 of 2023, Devesh Sharma vs Union of India and Others.
The judgment empowered the NCTE to formulate a bridge course for certain appointees working as primary teachers who did not possess a D.El.Ed. qualification. Subsequently, the Bridge Course was designed for eligible in-service primary teachers appointed between June 28, 2018, and August 11, 2023, with B.Ed. qualifications.

The programme specifically applies to teachers whose appointments are protected under the NCTE Gazette Notification F. No. NCTE-Reg. 012/2018, dated June 28, 2018.
Focus on Foundational Learning and Professional Development
The Bridge Course places emphasis on foundational learning principles and aims to equip teachers with the skills, professional attitudes and reflective abilities needed to support quality education and lifelong learning among children.
The programme also promotes teaching as a dynamic and context-sensitive profession, encouraging educators to use inquiry-based approaches and adapt classroom practices according to learners’ needs.
By combining theoretical knowledge, digital learning and school-based practice, the course provides teachers with opportunities to strengthen their professional competencies while continuing their existing responsibilities.
Hindi and English Medium with 22 Language Options
The medium of instruction for the programme will be Hindi and English. However, teachers will have the option of appearing for the public theory examination in any of the 22 scheduled languages listed in the Eighth Schedule of the Constitution.
The course will be delivered through the Open and Distance Learning (ODL) mode, making it possible for working teachers to participate without leaving their professional responsibilities.
Learning resources will include video tutorials, electronic learning materials, digital platforms and online supplementary content. Teachers will also have access to audio and video resources and interactive learning materials to support their studies.
Online Admission Through NIOS Portal
Eligible teachers can apply for admission online through the official NIOS Bridge Course portal. The registration process will allow applicants to submit the required documents and monitor their admission status through a dedicated dashboard.
Course materials, including self-learning resources, will be made available digitally. The online format is intended to provide flexible access to learning resources while supporting teachers throughout the duration of the six-month programme.
The initiative represents a structured effort to provide eligible B.Ed.-qualified primary teachers with specialised preparation for the foundational and primary stages, combining professional learning with practical classroom experience.
