NEW DELHI: Union Home Minister Amit Shah on Tuesday unveiled the FCRA 2.0 Portal and the e-OCI Card system, calling the two digital initiatives a major milestone in India’s journey towards technology-driven governance. He said the platforms have been developed to make government services more accessible, transparent and efficient while reducing paperwork and improving the overall experience for citizens, organisations and Overseas Citizen of India (OCI) cardholders.

Launching the initiatives, Shah said, “FCRA 2.0 Portal and e-OCI Card initiatives will enhance convenience for citizens.” He added that the digital transformation of these services reflects the government’s commitment to improving governance through the use of modern technology.

New FCRA portal to simplify compliance

The upgraded Foreign Contribution (Regulation) Act (FCRA) 2.0 Portal has been designed to streamline the registration, renewal and compliance processes for organisations receiving foreign contributions. The platform introduces several digital features, including e-sign authentication, optical character recognition (OCR), online verification and integration with multiple government databases.

According to the Ministry of Home Affairs, these features will reduce manual intervention, shorten processing time and enable applicants to complete most procedures online without submitting physical documents.

Speaking about the need for the upgraded system, Amit Shah said, “Reducing paperwork and ensuring effective real-time monitoring of foreign contributions is very important for the country’s security.” He noted that while the government aims to make compliance easier for genuine organisations, it is equally important to maintain effective oversight of foreign funding.

Technology to improve governance

The Home Minister said digital governance is transforming the way public services are delivered across the country. He stressed that the government’s emphasis on technology has improved transparency and accountability while making services more efficient.

Highlighting the government’s approach, Shah remarked, “Under the leadership of Prime Minister Narendra Modi, the government is working on the principle of ‘Minimum Government, Maximum Governance’.”

He further said, “When the intention is pure, policy is clear, and there is a mindset to embrace technology, then governance becomes easy for honest people and strict on wrongdoers.”

According to Shah, the use of technology not only accelerates decision-making but also reduces unnecessary procedural delays, allowing citizens and organisations to access services with greater ease.

e-OCI Card to benefit over 50 lakh cardholders

Alongside the FCRA 2.0 Portal, the government also introduced the e-OCI Card system, which is expected to benefit more than 50 lakh Overseas Citizen of India cardholders around the world.

The new digital facility has been designed to simplify documentation and improve accessibility for OCI holders. Instead of relying primarily on physical documents, cardholders will now be able to access digital services more conveniently through the upgraded platform.

Speaking about the initiative, Amit Shah said the launch of the e-OCI Card would provide significant relief to millions of Indians living abroad by making documentation easier and reducing administrative hurdles.

Officials said the digital system will also reduce the need for repeated issuance of OCI booklets after passport renewals, making the process faster and more user-friendly.

Paperless services and faster processing

The Ministry of Home Affairs said both platforms are part of a broader effort to build paperless, transparent and citizen-centric public services. Digital authentication, automated workflows and integrated verification systems are expected to reduce application processing times considerably.

Applicants using the FCRA 2.0 Portal will be able to submit documents online, track application status in real time and receive faster approvals through automated processing.

Referring to the improvements, Shah said, “Now, the need to submit documents physically will also be eliminated.” He noted that digitisation would make government services faster while reducing inconvenience for applicants.

Stronger monitoring through digital integration

The government said the upgraded FCRA platform has been developed not only to simplify procedures but also to strengthen monitoring of foreign contributions through advanced digital tools.

The portal integrates with various government systems, allowing quicker verification and improved regulatory oversight. Officials believe this will enhance transparency while helping authorities detect irregularities more effectively.

Shah observed that stronger digital monitoring would ensure that foreign contributions are utilised in accordance with legal provisions while facilitating genuine charitable and developmental work.

Part of India’s digital governance mission

The launch of the FCRA 2.0 Portal and e-OCI Card forms part of the government’s larger digital governance strategy aimed at delivering public services through technology-enabled platforms.

Over the past decade, several government departments have adopted digital systems to improve service delivery, reduce paperwork and enhance transparency. The latest initiatives continue that effort by introducing modern tools that simplify compliance and improve user experience.

Officials believe the new platforms will benefit NGOs, educational institutions, charitable organisations and millions of OCI cardholders by providing secure, faster and more efficient services.

With the introduction of the FCRA 2.0 Portal and the e-OCI Card, the Ministry of Home Affairs expects significant improvements in administrative efficiency and citizen convenience.
