The Department of Space (DoS) has introduced stricter rules governing the resignation and voluntary retirement of scientists working on India’s most critical space programmes after reports indicated that around 100 scientists have resigned from the Indian Space Research Organisation (ISRO) in recent months. The move is aimed at ensuring that strategic national missions, particularly the Gaganyaan human spaceflight programme, remain on schedule without disruptions caused by the loss of experienced personnel.

According to an internal memorandum issued on July 14, resignation and voluntary retirement requests from Group ‘A’ scientific and technical officers associated with Gaganyaan and other key projects will now require approval from the Department of Space. Earlier, such requests could be processed at the level of individual ISRO centres.

The revised policy reflects the government’s growing focus on retaining highly trained scientists whose expertise is considered essential for India’s expanding space ambitions.

New Exit Policy For Scientists

Under the updated guidelines, directors of ISRO centres will no longer have the authority to independently approve resignation or voluntary retirement requests from scientists involved in strategic missions. Instead, every application must be forwarded to the Department of Space for detailed examination and final approval.

Officials believe that experienced scientists working on sensitive programmes possess specialised knowledge developed over several years. Replacing them is often difficult because many missions involve complex engineering, extensive testing and long-term planning.

The new approval mechanism is expected to help the government assess the impact of each resignation before allowing key personnel to leave.

Concern Over Rising Scientist Resignations

Reports suggest that nearly 100 ISRO scientists have resigned or opted for voluntary retirement over the past few months. Although the number represents only a small portion of ISRO’s total workforce, officials are reportedly concerned because several departures involve scientists working on flagship programmes.

Many of the resignations have reportedly come from major ISRO establishments such as the U R Rao Satellite Centre (URSC) in Bengaluru and the Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram. These centres play a crucial role in satellite development, launch vehicle technology and India’s human spaceflight mission.

Experts say the departure of experienced scientists can delay knowledge transfer, increase training requirements for new recruits and affect the continuity of long-term projects.

Gaganyaan Remains India’s Flagship Mission

The Gaganyaan programme is India’s first human spaceflight mission and one of ISRO’s most ambitious scientific projects. The mission aims to send Indian astronauts into low-Earth orbit aboard an indigenously developed spacecraft, making India one of the few nations capable of independently carrying out human space missions.

Over the past few years, ISRO has completed several important milestones, including crew module testing, launch escape system demonstrations and qualification tests for mission-critical systems. Additional unmanned test missions are planned before astronauts are sent into space.

Given the complexity of human spaceflight, maintaining experienced engineering and scientific teams is considered vital for ensuring mission safety and reliability.

Private Space Sector Creating New Opportunities

The rapid growth of India’s private space industry is widely seen as one of the factors contributing to the movement of scientists away from government service.

Following space sector reforms, several Indian startups and private aerospace companies have expanded operations in satellite manufacturing, launch vehicle development and space technology. These organisations often offer higher salaries, leadership positions, flexible work environments and stock ownership opportunities, making them attractive career options for experienced professionals.

Industry experts believe that increased mobility between the public and private sectors is a natural outcome of India’s evolving space ecosystem. However, they also acknowledge the need to protect strategic government programmes that depend on highly specialised talent.

Government Focuses On Mission Continuity

The Department of Space has maintained that the revised resignation policy is intended to safeguard national interests rather than restrict employee movement. Officials have emphasised that every resignation request will continue to be examined on merit, while ensuring that critical missions do not suffer from sudden shortages of skilled manpower.

ISRO is currently managing several high-priority programmes alongside Gaganyaan, including advanced launch vehicle development, next-generation communication and Earth observation satellites, planetary exploration missions and preparations for the proposed Bharatiya Antariksh Station.

Each of these projects requires teams with years of technical expertise and mission-specific experience.

India’s Space Ambitions Continue To Grow

India has significantly expanded its presence in the global space sector over the past decade through successful satellite launches, lunar exploration, solar observation missions and international commercial launch services. The country is now preparing for even more ambitious projects, including human spaceflight and the development of an indigenous space station.

As these programmes move into advanced stages, retaining experienced scientists has become increasingly important. The Department of Space believes the new approval process will help preserve institutional knowledge, strengthen mission planning and ensure that India’s flagship space projects continue without unnecessary setbacks.

While the reported resignations have drawn attention, ISRO has indicated that its ongoing missions remain on track. The government’s latest policy is therefore being viewed as a precautionary measure designed to protect critical national space programmes while supporting India’s long-term vision of becoming a leading global space power.
