A major prison riot in Sri Lanka’s western coastal town of Negombo has claimed at least 25 lives, making it one of the most serious prison violence incidents the country has witnessed in recent years. The unrest began with clashes between rival groups of inmates and escalated dramatically after prisoners allegedly gained access to firearms stored inside the prison.
According to officials, the violence initially erupted on Sunday when tensions between rival inmate factions boiled over inside the overcrowded correctional facility. Prison officers attempted to intervene and restore order, but the situation quickly spiraled out of control.
Fresh violence broke out the following morning, prompting authorities to launch a large-scale security operation involving the Police Special Task Force, riot control units, and military support to prevent a mass prison escape.
Prisoners Seized Weapons During Unrest
Authorities said the crisis intensified after several inmates reportedly seized firearms from inside the prison. Armed prisoners confronted security personnel, forcing law enforcement agencies to use extraordinary measures to regain control of the facility.
Security forces surrounded the prison while specialized police teams entered the premises to contain the violence. The Sri Lankan Air Force also assisted surveillance efforts using helicopters and drones to monitor developments from above.
Witnesses outside the prison reported hearing repeated gunfire throughout the operation as officers battled to restore order.
Death Toll Climbs To 25
Hospital officials confirmed that at least 25 people lost their lives in the clashes. Those killed included prison inmates as well as prison officers who were caught in the violence while attempting to control the unrest. More than 100 people sustained injuries, many of them suffering gunshot wounds, and were admitted to hospitals for treatment.
Medical authorities said several injured individuals remained in critical condition, raising concerns that the casualty figure could increase further.
Possible Trigger Linked To Rival Criminal Groups
Preliminary investigations suggest that the violence may have been triggered by an ongoing dispute between rival inmate groups allegedly connected to illegal drug trafficking activities inside the prison.

Officials believe long-standing tensions between these factions erupted into open conflict before rapidly spreading across different sections of the prison. However, investigators have stressed that the exact sequence of events is still being examined and no final conclusions have yet been reached.
Authorities Restore Order
Following several hours of intense operations, Sri Lankan authorities announced that the prison had been brought back under control.
Security personnel transferred several inmates believed to be involved in organizing the violence to other correctional facilities to reduce tensions and prevent further disturbances. Additional police and military personnel remain stationed around the prison as a precautionary measure.
Relatives of inmates gathered outside the prison throughout the day seeking information about their family members, while police established security cordons to maintain public order.
Government Orders Multiple Investigations
Sri Lanka’s Justice Minister expressed deep sorrow over the loss of lives and assured that a thorough investigation would determine how inmates were able to obtain weapons and why the violence escalated so rapidly.
The Commissioner General of Prisons has appointed a special inquiry team, while police have also opened an independent criminal investigation. Authorities are expected to examine possible security lapses, prison management failures, and the circumstances surrounding the deadly confrontation.
Officials said accountability would be fixed if negligence or misconduct by prison staff is established.
Overcrowding Remains A Major Concern
The tragedy has once again highlighted Sri Lanka’s long-standing prison overcrowding crisis.
The country’s prison system currently houses tens of thousands of inmates despite having a much smaller designed capacity. Experts have repeatedly warned that overcrowding, poor infrastructure, understaffing, and the presence of criminal gangs inside prisons create conditions that increase the risk of violent confrontations.
Negombo Prison itself accommodates far more prisoners than it was originally designed to hold, making prison management significantly more difficult.

The Negombo violence ranks among the deadliest prison disturbances in Sri Lanka in recent years and has revived concerns about security inside correctional institutions.
Previous prison riots in the country have also resulted in significant casualties, prompting repeated calls for prison reforms. Human rights advocates and criminal justice experts have urged authorities to improve prison infrastructure, reduce overcrowding, strengthen rehabilitation programmes, and tighten security to prevent future incidents.
As investigations continue, authorities are expected to release further details regarding the identities of the victims, the events leading up to the violence, and measures to strengthen prison security across the country.
