The Rani Lakshmibai Scooty Yojana received a major boost after the Uttar Pradesh Cabinet approved its implementation guidelines, marking a significant step towards promoting women’s empowerment and higher education in the state. The flagship initiative aims to provide free scooters to meritorious girl students pursuing higher education, helping improve their mobility and access to educational institutions. The decision was taken during a Cabinet meeting chaired by Chief Minister Yogi Adityanath as part of the government’s broader efforts to encourage girls to continue their studies and become more self-reliant.
The scheme is expected to benefit nearly 50,000 female students during its initial phase. Officials believe the initiative will encourage more girls to continue their education, particularly those living in rural and semi-urban areas where transportation often becomes a major obstacle to attending colleges and universities.
Scheme Aims to Improve Access to Higher Education
The Uttar Pradesh government has designed the Rani Lakshmibai Scooty Yojana to reduce transportation challenges faced by female students and promote greater participation of women in higher education.
According to the approved guidelines, the benefit will primarily be extended to the top five percent of meritorious undergraduate girl students from eligible higher educational institutions for the academic session 2025–26. Eligible institutions include state universities, private universities, government colleges affiliated with state universities, aided colleges, and self-financed colleges across Uttar Pradesh.
The government believes that improved mobility will help reduce dropout rates and provide greater independence and safety for students commuting to educational institutions.
Eligibility Criteria and Special Provisions
To qualify under the scheme, applicants must generally belong to families with an annual income of less than ₹12 lakh. In addition, beneficiaries will be required to possess a valid driving licence before receiving the scooter.
However, the government has introduced several relaxations to ensure that vulnerable sections are not left behind. The merit condition and certain eligibility restrictions have been eased for:
- Daughters of martyrs
- Divyang (persons with disabilities) girl students
- Girls from destitute families
These provisions aim to ensure that deserving students facing difficult circumstances also receive support under the scheme.
Government to Bear Additional Expenses
Apart from providing the scooter itself, the Uttar Pradesh government will also bear several associated costs to reduce the financial burden on beneficiaries.
Each selected student will receive:
- A petrol-powered scooter
- Vehicle registration
- Insurance coverage
- Helmet
- Essential accessories
- Initial fuel supply
Officials stated that petrol-operated scooters have been preferred because fuel stations and servicing facilities are currently more widely available across the state than electric vehicle infrastructure.
Selection Process Through Dedicated Portal
The Higher Education Department will oversee the implementation of the scheme. Scooters will be procured through a transparent selection process based on proposals invited through a dedicated online portal.

Educational institutions will prepare merit lists, after which eligible beneficiaries will be identified in accordance with the approved guidelines. The government is expected to release detailed operational instructions regarding applications and distribution in the coming weeks.
Focus on Women’s Empowerment
State Higher Education Minister Yogendra Upadhyay said the scheme reflects the government’s commitment to strengthening women’s education and promoting self-reliance among young women.
Officials believe transportation remains one of the biggest challenges for girls, particularly in rural regions where colleges are located several kilometres away from their homes. By ensuring reliable personal transport, the government hopes to improve attendance, increase enrolment in higher education and provide safer travel options.
The initiative also aligns with broader efforts to increase women’s participation in education and employment by removing practical barriers that discourage continued studies.
Budgetary Support for the Scheme
The Rani Lakshmibai Scooty Yojana had already been announced in the Uttar Pradesh Budget for 2026-27, with an allocation of around ₹400 crore for its implementation. The Cabinet’s latest approval formally clears the way for execution of the programme across the state.
The government expects the initiative to become one of its major education and women-centric welfare programmes, benefiting thousands of students every year.
A Step Towards Safer and Independent Mobility
Education experts have often highlighted that lack of affordable and reliable transportation contributes significantly to higher dropout rates among girls after school. Personal mobility not only improves regular attendance but also expands opportunities for higher education and skill development.
With the approval of the Rani Lakshmibai Scooty Yojana, the Uttar Pradesh government hopes to address this challenge by providing deserving students with greater independence, improved safety during travel and easier access to educational institutions.
As implementation begins, thousands of meritorious students across Uttar Pradesh are expected to benefit from a scheme that combines educational support with women’s empowerment, making higher education more accessible for the state’s young women.
