In a significant development in the investigation into the deadly Pahalgam terror attack, a Special National Investigation Agency (NIA) Court in Jammu has issued a non-bailable warrant (NBW) against Lashkar-e-Taiba (LeT) founder Hafiz Saeed. The court’s order comes after the NIA named the Pakistan-based terror leader as a key accused in its supplementary chargesheet related to the April 2025 attack that claimed the lives of 26 civilians, most of them tourists.
The move is being viewed as an important legal step in India’s efforts to establish the alleged role of Pakistan-based terror networks in orchestrating the attack. The investigation alleges that senior Lashkar-e-Taiba operatives based in Pakistan planned, guided and supported the terrorists responsible for carrying out the attack in Jammu and Kashmir.
The chargesheet also names key Pakistan-based handlers linked to The Resistance Front (TRF), an outfit that Indian authorities describe as a proxy of Lashkar-e-Taiba. Investigators claim that the conspiracy was planned across the border and executed with logistical support from local associates in Jammu and Kashmir.
Background of the Pahalgam Terror Attack
The terror attack took place on April 22, 2025, at the popular Baisaran meadow near Pahalgam in Jammu and Kashmir’s Anantnag district. Armed terrorists opened fire on tourists visiting the scenic destination, killing 26 people, including 25 tourists and one local resident.
The incident triggered nationwide outrage and led to an extensive investigation involving multiple security agencies. The Ministry of Home Affairs subsequently transferred the case to the National Investigation Agency, which began a comprehensive probe into the planning, financing and execution of the attack.
NIA Investigation Reveals Cross-Border Conspiracy
During its investigation, the NIA collected forensic evidence, digital records, witness statements and intelligence inputs to reconstruct the conspiracy behind the attack.
