NEW DELHI: The Government of India has unveiled a comprehensive ‘Seafarer-First’ response to protect Indian sailors operating in the conflict-hit waters of West Asia after two merchant vessels came under attack in the Strait of Hormuz. Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal chaired a high-level review meeting and directed an unprecedented whole-of-government approach to safeguard every Indian seafarer working in the region.
The move comes amid growing maritime security concerns following attacks on MT Al Bahiyah and MT Mombasa, which together carried 30 Indian seafarers among a combined crew of 46. The attacks claimed the life of one Indian sailor and left several others injured, prompting the government to strengthen emergency response mechanisms and maritime monitoring.
Government Launches ‘Seafarer-First’ Strategy
Chairing the inter-ministerial review meeting, Sonowal instructed officials to establish real-time vessel monitoring, appoint dedicated liaison officers for affected Indian seafarers and ensure 24-hour coordination between multiple government agencies.
The meeting was attended by Union Minister of State for Ports, Shipping and Waterways Shantanu Thakur, senior officials from the Ministry of Ports, Shipping and Waterways (MoPSW), the Ministry of External Affairs (MEA), the Indian Navy, the Directorate General of Shipping (DGS), and representatives from Indian Missions in Iran and Oman.
Officials reviewed the evolving security situation across the Persian Gulf, Strait of Hormuz and Gulf of Oman, assessed risks faced by Indian seafarers and evaluated India’s contingency plans to respond to any further escalation.
One Indian Seafarer Killed, Several Injured
The government’s review followed attacks on MT Al Bahiyah and MT Mombasa, both of which were transiting the strategically vital Strait of Hormuz.
According to official details, one Indian seafarer aboard MT Al Bahiyah lost his life, while another sustained injuries. On MT Mombasa, nine Indian nationals were injured, including two who continue to remain in serious condition.
The incidents have heightened concerns over the safety of merchant vessels passing through one of the world’s busiest maritime trade routes.
Sonowal Expresses Grief, Assures Full Government Support
Expressing deep sorrow over the tragedy, Sarbananda Sonowal strongly condemned the attacks on civilian merchant vessels.
“India has expressed its strong resentment and objection to the manner of attacks on defenceless civilian merchant vessels. These have resulted in the death and serious injury of Indian seafarers who, as key workers ensuring the proper functioning of global supply chains, have suffered due to these irresponsible, unwarranted and uncalled-for attacks,” Sonowal said.
He added,“I am profoundly hurt and aggrieved by the unfortunate and tragic loss of one more of our brave and innocent seafarer along with the injuries suffered by others. I convey my heartfelt condolences to the bereaved family and prayers for the injured. We shall ensure that our seafarers’ families are supported and cared for.”
Reassuring maritime workers, the minister said,“I want to assure every Indian seafarer and their family that the entire Government is committed to assist you in every possible way, and at all costs.”
Real-Time Monitoring of Every Indian Seafarer
As part of the strengthened response, Sonowal directed the Directorate General of Shipping (DGS) to create a comprehensive operational dashboard covering every seafarer serving on ships in the Persian Gulf, Strait of Hormuz and Gulf of Oman, irrespective of the vessel’s flag.
The digital monitoring platform will provide real-time information on vessel location, ownership, cargo details, crew strength, welfare status, security threat assessments, intended voyage, next port of call and available support facilities.
The minister emphasised that every Indian seafarer in the affected region must be individually accounted for and that there could be no compromise on their safety and security.
Dedicated Liaison Officers for Every Affected Family
To strengthen assistance to affected families, Sonowal directed that a dedicated liaison officer be assigned to every impacted seafarer.
These officers will serve as the single point of contact for families, providing regular medical updates and coordinating travel documentation, repatriation, welfare fund assistance, pending wages, contractual benefits and compensation claims.
The initiative aims to ensure that families receive timely information and uninterrupted support during the ongoing crisis.
Coordination With Indian Missions Abroad
The minister also instructed officials to maintain close coordination with Indian Missions in Iran, Oman and the United Arab Emirates, along with the Ministry of External Affairs, to obtain verified and real-time information.
This coordination will include navigational safety advisories, route updates, port-of-refuge arrangements, medical facilities, evacuation procedures, repatriation efforts, management of mortal remains and updates on investigations into the attacks.
The government said this integrated mechanism would enable faster responses in case of further emergencies involving seafarers.
Maritime Security Concerns Internationally
Sonowal stated, “we have already taken up the issue at international forums and with relevant maritime authorities.”
“The Government has communicated with all the multilateral forums of the IMO and also with the representatives of the concerned flag administration involved in the multiple incidents that contravened international conventions and fundamental requirements of seafarers’ security and safety and protection of the right of innocent passage for merchant vessels,” he said.
He added,“We will continue to make every effort to ensure resolution of the issues and remain committed to all stakeholders in this trying and challenging time.”
Fresh Threat Assessment Made Mandatory
The minister directed that every vessel movement through the conflict-affected region should be undertaken only after a fresh threat assessment, careful professional judgement by the ship’s Master and close coordination with competent maritime authorities.
He also instructed shipowners, vessel managers and Recruitment and Placement Service Licence (RPSL) agencies employing Indian seafarers to submit compliance reports confirming that no sailor is being compelled to sail without adequate information, protection and safety measures.
24×7 Helpline Activated
To provide immediate assistance, the government has activated a 24×7 grievance support system for Indian seafarers and their families.
The support mechanism offers assistance through domestic and international toll-free numbers, WhatsApp and email, enabling families to seek help regarding emergencies, welfare assistance and other concerns around the clock.

Government Reaffirms Commitment to Indian Seafarers
Concluding the meeting, Sonowal reiterated that the government’s response would remain firmly centred on the welfare and safety of Indian seafarers.
He said the coordinated efforts of multiple ministries, maritime agencies and Indian missions abroad would continue to protect lives, uphold international maritime law and ensure the uninterrupted movement of global trade through one of the world’s most strategically important sea routes.
The Centre’s latest measures underline India’s determination to safeguard its maritime workforce while responding swiftly to the evolving security situation in West Asia.
