The Ministry of External Affairs (MEA) has issued a fresh advisory urging Indian nationals to exercise extreme caution before accepting employment on commercial vessels operating in or transiting through the Black Sea region. The warning comes amid a deteriorating security environment caused by the ongoing conflict in the area and follows a series of attacks on merchant ships that have claimed the lives of five nationals since April 2026.
The advisory, released on July 26, highlights the increasing dangers faced by commercial vessels navigating the Black Sea and adjoining maritime areas. Indian authorities have called on seafarers to carefully evaluate the risks involved and ensure that adequate safety measures are in place before joining ships assigned to the conflict-affected waters.

According to the MEA, the security situation in and around the Black Sea continues to remain highly volatile due to the ongoing conflict in the region. Commercial ships passing through these waters face significant threats, including missile strikes and drone attacks.
The government noted that there has been a noticeable rise in attacks on merchant vessels since April 2026. These incidents have not only disrupted maritime operations but have also resulted in the tragic loss of five Indian lives, prompting authorities to issue a comprehensive advisory for Indian seafarers and job seekers.
The ministry emphasized that individuals considering employment on commercial ships operating in these waters must understand the prevailing security conditions before signing contracts or boarding vessels.
Indian Seafarers Asked to Verify Employment Conditions
The advisory advises Indian nationals to gather complete information from employers, recruitment agencies, and ship operators before accepting any assignment in the Black Sea region.
Seafarers have been urged to verify details such as the vessel’s planned route, intended ports of call, onboard security arrangements, insurance coverage, and emergency response mechanisms.
The government also stressed that employment contracts should comply with international maritime standards and must clearly include provisions for medical assistance, emergency evacuation, repatriation, and compensation in case of accidents or security-related incidents.
Officials said these safeguards are essential for protecting Indian crew members working in conflict-prone waters.
Families Should Be Kept Informed
Apart from employment-related precautions, the advisory encourages Indian seafarers to maintain regular communication with their families throughout their voyages.
The ministry has advised crew members to share travel itineraries with family members before departure and remain in regular contact whenever possible. Recognizing the risks faced by Indian nationals in the region, the Ministry of External Affairs has also provided emergency contact information for consular assistance.
Indian citizens requiring urgent help have been advised to contact the Embassy of India in Russia or the Embassy of India in Ukraine, depending on their location. The advisory includes dedicated emergency contact numbers to assist nationals facing difficulties while working in the region.
The ministry reiterated that Indian diplomatic missions remain available to extend consular support whenever required.
