Cabinet Approves EPFO Wage Ceiling Hike To ₹25,000, Expanding Social Security For 51 Lakh Workers

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved a proposal of the Ministry of Labour and Employment to increase the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO) from ₹15,000 to ₹25,000 per month.

The decision is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage, widening access to provident fund savings, pension benefits and employment-linked insurance protection.

The move comes as India’s formal workforce continues to expand and wage levels rise. The government has said the revised ceiling will help align the social security framework with prevailing income levels and extend statutory protection to a larger section of formal-sector workers.

EPFO Coverage to Expand to ₹25,000 Salary Band

Under the existing framework, employees joining covered establishments with wages above ₹15,000 per month are not automatically brought under mandatory EPF coverage in the same manner as employees within the prescribed wage ceiling.

With the ceiling now proposed to rise to ₹25,000, workers earning between ₹15,000 and ₹25,000 per month will become part of the expanded mandatory coverage framework, subject to applicable statutory provisions.

The measure will extend access to three major components of the EPFO social security system — the Employees’ Provident Fund (EPF), Employees’ Pension Scheme (EPS) and Employees’ Deposit Linked Insurance Scheme (EDLI).

The government said the change is intended to strengthen retirement savings, pension protection and insurance coverage for a significantly larger workforce.

Wage Ceiling Last Revised in 2014

The EPFO wage ceiling had remained unchanged for a decade before it was increased from ₹6,500 to ₹15,000 with effect from September 1, 2014.

Since then, India has witnessed sustained wage growth, increasing household incomes and an expansion of formal employment. Minimum wages in several states and sectors have also moved closer to the existing EPFO threshold.

The latest revision therefore seeks to bring the statutory social security framework closer to contemporary wage levels.

The government said the higher ceiling is also consistent with its broader focus on formalisation of employment and expanding access to social protection.

51 Lakh More Employees Expected to Benefit

The Cabinet decision is expected to extend mandatory EPFO protection to more than 51 lakh additional employees.

For eligible workers, EPF membership can create a structured mechanism for long-term retirement savings. The wider framework also includes pension protection through EPS and insurance benefits through EDLI, according to the applicable scheme provisions.

The expansion could also strengthen continuity of social security for employees moving between formal jobs, supporting the broader objective of making formal employment more secure and portable.

Government Expenditure Estimated at ₹11,339 Crore Annually

The proposal was examined through inter-ministerial consultations and received the recommendation of the Expenditure Finance Committee at its meeting on June 16, 2026.

The annual government expenditure associated with the measure is estimated at around ₹11,339 crore, compared with approximately ₹10,250 crore in existing annual budgetary support. Over a five-year period, the estimated expenditure is around ₹56,696 crore.

The financial commitment reflects the government’s intention to expand statutory social security coverage alongside the growth of formal employment.

EPFO Runs Three Major Social Security Schemes

EPFO administers three key social security schemes: the Employees’ Provident Fund, the Employees’ Pension Scheme and the Employees’ Deposit Linked Insurance Scheme.

According to the figures provided with the Cabinet decision, EPFO has around 7.98 crore contributing members associated with approximately 7.68 lakh contributing establishments. The Employees’ Pension Scheme provides pension benefits to around 82 lakh pensioners.

The scale of the organisation makes EPFO one of the largest social security systems in the country.

Recent government initiatives have also focused on improving EPFO administration and expanding formal participation. The Labour Ministry’s current dashboard, for example, reports more than 2.32 crore UAN allotments through June 2026.

Push for Formal Employment and Retirement Security

The wage ceiling increase is expected to reinforce the government’s wider employment formalisation efforts.

By automatically bringing more eligible employees into the statutory social security system, the measure could increase participation in provident fund savings and pension-linked protection. It may also provide employers with a more structured framework for workforce benefits and long-term employee retention.

The government has simultaneously pursued measures encouraging employers to bring previously excluded workers into EPFO coverage. The Employees’ Enrolment Campaign 2026, for example, provides a time-bound opportunity for eligible establishments to voluntarily enrol certain employees who had remained outside EPF coverage.

Implementation Steps to Follow

Following the Cabinet approval, the Ministry of Labour and Employment and EPFO will undertake the required statutory and administrative procedures to implement the revised wage ceiling.

The decision represents a significant expansion of the employee base eligible for mandatory EPFO protection and updates the wage threshold that has governed coverage since 2014.

As India moves towards its long-term Viksit Bharat@2047 objective, the government has positioned wider social security coverage as an important component of a formal, resilient and future-ready workforce. The revised EPFO ceiling is intended to ensure that social protection expands alongside rising wages, growing incomes and the continued formalisation of employment.
