NEW DELHI: Prime Minister Narendra Modi on Wednesday called for transforming the vision of Viksit Bharat into a nationwide people’s movement, asserting that India’s youth must remain at the heart of the country’s journey towards becoming a developed nation. Chairing a high-level review meeting with Secretaries of key Ministries and senior government officials at his official residence, 7 Lok Kalyan Marg, the Prime Minister stressed the importance of citizen-centric governance, institutional reforms, and coordinated efforts across departments to achieve long-term national development goals.
The meeting focused on reviewing progress in sectors such as rural development, agriculture, social welfare, and allied areas. Discussions also covered ways to improve governance, strengthen implementation, and accelerate reforms aimed at improving the lives of citizens.
Citizen Welfare Must Remain the Focus of Reforms
Addressing the gathering, Prime Minister Modi reiterated that every reform introduced by the government should place the welfare of citizens at its centre. He said reforms should not be limited to improving administrative efficiency but should create meaningful and visible changes in the lives of people.
According to the Prime Minister, governance should continuously evolve in response to changing national and global circumstances. He underlined the need for ministries and departments to identify emerging challenges and prepare themselves to address future requirements through better planning and institutional readiness.
Whole-of-Government Approach for Development
Emphasising collaborative governance, the Prime Minister called for a whole-of-government approach in achieving the objectives of Viksit Bharat.
He said the country’s development goals can only be achieved when different ministries work in close coordination rather than functioning in isolation.

He also stressed that the vision of a developed India should not remain confined to government programmes alone. Instead, it should evolve into a Jan Andolan, or people’s movement, with active participation from citizens, especially the youth. He described young Indians as the driving force behind the country’s future and urged every department to design policies that empower and engage them.
Stronger Action Against Drug Abuse
During the meeting, Prime Minister Modi highlighted the growing concern of drug abuse among young people and called for a coordinated institutional response. He suggested creating mechanisms that would enable various ministries to work together more effectively on youth-focused initiatives.
He noted that breaking departmental silos would improve policy implementation and help deliver better outcomes in areas such as education, health, sports, and skill development.
Sports and Innovation to Drive Future Growth
The Prime Minister also underscored the importance of adopting an integrated strategy for sports development. He observed that sports tourism is emerging as an important sector with significant economic potential and said India should aspire to host major international sporting events in the coming years.
He encouraged the promotion of technology-driven solutions and innovation through startups in the sports ecosystem. Such efforts, he said, would not only strengthen India’s sporting infrastructure but also generate new employment opportunities and position the country as a global sporting destination.
Agriculture and Skills Remain National Priorities
On the agriculture front, Prime Minister Modi pointed to the transformative potential of the PM KUSUM Scheme, encouraging wider adoption of the initiative among farmers. He noted that expanding the use of clean energy solutions in agriculture could improve farm productivity while reducing costs and promoting sustainable rural development.
The Prime Minister also emphasised the need to assess global skill requirements so that India’s workforce remains competitive in international markets. Aligning skill development programmes with future global opportunities, he said, would create better employment prospects for young Indians and strengthen the country’s economic growth.
Comprehensive Discussions on Viksit Bharat Goals
The meeting witnessed detailed discussions among Secretaries from various ministries, who shared updates, experiences, and challenges related to their respective sectors. Prime Minister Modi offered guidance on improving implementation, increasing coordination among departments, and ensuring faster delivery of development programmes.
The review meeting was attended by the Cabinet Secretary, Secretaries of key Ministries, and senior officials from the Prime Minister’s Office. The discussions reflected the government’s continued focus on accelerating reforms, improving governance, and advancing the vision of Viksit Bharat through citizen participation, institutional cooperation, and youth-led development.
