The Territorial Army has emerged as one of India’s most dependable forces, contributing not only to national security but also to disaster management, environmental conservation, and nation-building. Highlighting its growing importance, Defence Minister Rajnath Singh on Thursday chaired a meeting of the Parliamentary Consultative Committee for the Ministry of Defence in New Delhi, where discussions centred on the role, achievements, and future strengthening of the Territorial Army.
Senior officials of the Ministry of Defence presented a comprehensive briefing on the force’s mandate, operational responsibilities, and key accomplishments. Members of the Parliamentary Consultative Committee also offered suggestions aimed at enhancing the Territorial Army’s capabilities and improving its overall effectiveness in meeting future challenges.
Territorial Army Key to Viksit Bharat Vision
Addressing the committee, Rajnath Singh described the Territorial Army’s contribution as crucial to achieving Prime Minister Narendra Modi-led government’s vision of Viksit Bharat. He said the force plays a unique role that extends beyond conventional military responsibilities.
According to the Defence Minister, while the armed forces remain dedicated to protecting the nation’s borders and safeguarding internal security, the Territorial Army contributes significantly to environmental conservation, disaster response, and various social initiatives.
He called the organisation the true embodiment of the “Citizen-Soldier” concept, explaining that its personnel continue their civilian professions while remaining prepared to serve the nation in uniform whenever duty calls.
“The Territorial Army reflects the spirit of ordinary citizens stepping forward to perform extraordinary national service,” he said.
A Strategic Reserve for National Security
Rajnath Singh emphasised that the Territorial Army serves as an important reserve force for the Indian Armed Forces by maintaining a pool of trained soldiers who can be mobilised quickly during emergencies or national security situations.
He noted that the availability of such trained personnel significantly enhances the country’s defence preparedness and operational flexibility.
The Defence Minister also highlighted the long-term societal impact of the Territorial Army. After completing their military assignments, personnel return to civilian life carrying valuable leadership skills, discipline, and patriotic values. These individuals continue to strengthen the connection between the military and society while motivating young people to consider careers in the armed forces.
44,400 Personnel Ready for National Service
The Territorial Army currently comprises nearly 44,400 personnel spread across 59 specialised units, making it an important component of India’s overall defence framework.
Rajnath Singh praised the force for maintaining a high level of readiness despite its members balancing civilian careers with military responsibilities.
He described the Territorial Army as a motivated, disciplined, and reliable force capable of responding swiftly whenever the nation requires additional manpower.
First Responders During Natural Disasters
The Defence Minister acknowledged the remarkable contribution of the Territorial Army during natural disasters across the country.

He said its personnel have consistently played a leading role in rescue operations, relief distribution, and medical assistance during emergencies. Their timely intervention has helped thousands of people affected by disasters, including the devastating floods in Kerala, the Odisha cyclone, and the recent floods in Assam.
By working alongside civil authorities and regular armed forces, the Territorial Army has become an essential pillar of India’s disaster response mechanism.
Driving Environmental Conservation
Apart from security and disaster management, Rajnath Singh praised the Territorial Army for its contribution to environmental restoration and climate action.
He informed the committee that the Ecological Task Forces of the Territorial Army have planted nearly 10 crore saplings across the country, with an impressive survival rate of 80 to 85 percent.
According to him, these plantations are making a meaningful contribution to ecological restoration while supporting the government’s environmental initiatives, including Mission LiFE and India’s Panchamrit climate commitments.
The Defence Minister said the force has demonstrated how disciplined military institutions can actively contribute to sustainable development and environmental protection.
Strengthening National Unity
Rajnath Singh also commended the Territorial Army units deployed in Jammu and Kashmir for actively promoting the Har Ghar Tiranga campaign.
He said the participation of Territorial Army personnel has helped increase public involvement in the nationwide campaign, encouraging patriotism and strengthening the spirit of national unity across the region.
Committee Discusses Future Roadmap
During the meeting, committee members reviewed the Territorial Army’s achievements and explored ways to make the force even more effective in addressing future security and humanitarian challenges.
Suggestions focused on enhancing operational readiness, improving training, strengthening infrastructure, and expanding the force’s ability to support both military operations and civil administration during emergencies.
Officials said such consultations play an important role in ensuring that the Territorial Army continues evolving to meet the country’s changing security and developmental requirements.
Senior Defence Leadership Attends Meeting
The high-level meeting was attended by Minister of State for Defence Sanjay Seth, Chief of Defence Staff General NS Raja Subramani, Chief of the Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (Defence Finance) Vishvajit Sahay, along with several senior officials from the Ministry of Defence.
The discussions reinforced the government’s commitment to further strengthening the Territorial Army as a versatile force capable of supporting national security, disaster relief, environmental conservation, and community service. As India advances towards its goal of becoming a developed nation, the Territorial Army is expected to remain a vital pillar of resilience, preparedness, and citizen participation.
