NEW DELHI: The Delhi Development Authority (DDA) has introduced a technology-driven enforcement mechanism to curb illegal constructions and encroachments across the national capital. Under newly issued Standard Operating Procedures (SOPs), drone surveillance will play a central role in identifying unauthorised structures, while officials have been directed to initiate action within 72 hours of detecting any violation. The move marks one of the DDA’s most comprehensive efforts to improve monitoring and ensure quicker enforcement.
The SOPs are aimed at improving coordination between various departments, strengthening accountability among field officers and preventing unauthorised developments before they expand into larger structures.
Drone Operations to Monitor Construction Activity
A major feature of the new SOP is the deployment of drones for regular aerial surveillance of DDA land. The drone operations will help officials identify illegal construction activity, monitor vacant plots, detect fresh encroachments and assess the status of demolition sites.
Drone-generated images and videos will be supported with geo-tagged and time-stamped documentation, creating a digital record that can be used during enforcement proceedings. Officials believe this system will significantly improve transparency while reducing delays associated with manual inspections.
The DDA also plans to integrate drone surveillance with its Vacant Land Monitoring System (VLMS), enabling real-time updates on land records and post-demolition monitoring to prevent re-encroachments.
Action Within 72 Hours of Detection
Under the revised guidelines, any unauthorised construction detected on DDA land must be acted upon within 72 hours, subject to the applicable legal process.
The authority has instructed field officers to ensure that violations are documented immediately and enforcement action begins without unnecessary delay. Officials say the strict timeline is intended to stop illegal structures while they are still in the early stages of construction, making demolition easier and preventing further violations.
Flying Squads and Quick Response Teams
To implement the SOP effectively, the DDA has established 14 Flying Squad Teams across different zones of Delhi. These teams will carry out continuous inspections, verify ownership of land, identify violations and prepare detailed reports supported by geo-tagged evidence.
Alongside them, four Quick Response Teams (QRTs) have been created to undertake demolition drives immediately after the required legal formalities are completed.
Following every demolition, officials will prepare reports containing before-and-after photographs, video documentation wherever necessary and install DDA ownership boards at the cleared sites to discourage fresh encroachments.
Coordination Across Departments
The SOP assigns clear responsibilities to multiple wings of the DDA, including the Land Management, Engineering and Horticulture departments.
Officials from these departments will coordinate during inspections, demolition drives and post-demolition monitoring to ensure effective implementation of the enforcement process. The authority expects the integrated approach to improve operational efficiency and reduce administrative delays.
Monitoring Private Land in Development Areas
The DDA has clarified that ongoing unauthorised construction on private land located within notified DDA Development Areas will also be monitored.
Where violations are detected, action will be initiated after following the due legal process. The authority believes that extending surveillance beyond DDA-owned land will strengthen urban planning and discourage illegal developments across designated development zones.
Technology to Improve Urban Governance
Officials believe that combining drone surveillance, geo-tagged documentation and digital monitoring systems will modernise the enforcement process. Unlike traditional inspections that rely solely on field visits, drone operations can cover large areas quickly, detect fresh construction at an early stage and provide accurate visual evidence.
The use of technology is also expected to improve transparency, reduce disputes regarding enforcement actions and create a reliable digital archive for future reference.

The introduction of the SOP comes amid increased attention on illegal constructions following recent incidents involving unsafe buildings in Delhi. Authorities have emphasised that timely detection and early intervention are essential for protecting public safety and ensuring planned urban development.
By combining strict timelines with drone surveillance and dedicated enforcement teams, the DDA aims to minimise illegal construction activity, safeguard public land and strengthen compliance with development regulations across the capital.
Officials say the new framework reflects a zero-tolerance approach towards encroachments and unauthorised construction, with technology expected to become a key component of future urban governance and land management in Delhi.
