India’s rapidly expanding creative economy is opening new avenues for employment, entrepreneurship and innovation, Minister of State for Information and Broadcasting and Parliamentary Affairs, Dr. L. Murugan, said while addressing the opening ceremony of the Jindal Policy Conclave.
Dr. Murugan delivered the inaugural address at the conclave, which focused on the theme “Law, Policy, and the Creative Economy.” Addressing young participants, the Minister underlined the growing economic importance of creativity, intellectual property, technology and culture and encouraged the younger generation to contribute their ideas and skills towards building a Viksit Bharat by 2047.
Creative Economy Emerging as Major Growth Engine
Dr. Murugan highlighted the rapid transformation of India’s creative economy, which is being driven by ideas, imagination, culture, innovation and intellectual property. He pointed to the expanding contribution of industries such as film, music, gaming, animation, design, publishing, advertising and digital content.
According to figures cited by the Minister, the global creative economy contributes 3.1 per cent to global GDP and accounts for 6.2 per cent of global employment. India already has an estimated 57 million people working in cultural and creative occupations, demonstrating the scale of the sector and its potential to generate further opportunities.
The Minister also noted that India’s media and entertainment economy is valued at around ₹2.5 trillion. The expanding digital ecosystem, changing consumer preferences and technological developments are creating new possibilities for creators and businesses across the country.
AVGC Sector Set to Create Millions of Opportunities
Dr. Murugan placed particular emphasis on the Animation, Visual Effects, Gaming and Comics (AVGC) sector, which has emerged as an important area of opportunity for young Indians.
The AVGC industry alone is expected to require nearly 2 million skilled professionals by 2030, highlighting the growing demand for specialised talent. Careers in animation, gaming, visual effects, digital production, design and related creative technologies are expected to become increasingly important as India’s digital economy expands.
The Minister highlighted government initiatives aimed at developing the skills required for these emerging industries. Support has been announced for the Indian Institute of Creative Technologies, along with AVGC Creator Labs in 15,000 schools and 500 colleges.
These initiatives are intended to provide young people with exposure to creative technologies and help build a stronger talent pool capable of meeting the requirements of India’s rapidly changing media and entertainment landscape.
Copyright Protection Crucial for Creative Industries
While highlighting the opportunities created by the creative economy, Dr. Murugan stressed that its long-term growth must be supported by suitable legal and policy frameworks.
He underlined the importance of effective copyright protection and fair compensation for creators. As creative works increasingly reach audiences through digital platforms, protecting intellectual property remains an important issue for artists, writers, filmmakers, musicians, designers and other professionals.

The Minister’s remarks also placed the spotlight on the changing relationship between creativity and technology. With artificial intelligence increasingly being used to create, edit and distribute content, responsible use of AI will remain an important consideration for the creative industries.
Issues surrounding intellectual property, creator rights and fair compensation are becoming increasingly relevant as new technologies reshape traditional creative processes.
Youth Urged to Think Critically and Innovate
Addressing the young participants at the conclave, Dr. Murugan encouraged them to approach established assumptions and institutions with respect, reason and evidence.
He urged young Indians to develop the confidence to question existing ideas while maintaining a constructive and evidence-based approach. According to the Minister, India’s future growth will depend not only on technological advancement but also on the ability of its young population to generate original ideas and develop innovative solutions.
The creative economy, he said, provides an important platform for young people to transform imagination and talent into professional opportunities and entrepreneurial ventures.
Creative Economy Linked to Viksit Bharat 2047
Dr. Murugan connected the development of India’s creative industries with the broader vision of Viksit Bharat by 2047. He called upon young people to use their creativity, knowledge and skills to contribute to the country’s development journey.
The Jindal Policy Conclave’s focus on law, policy and the creative economy comes as creative industries increasingly intersect with technology, intellectual property, education and employment.
With millions of Indians already engaged in cultural and creative occupations and emerging sectors such as AVGC demanding a larger skilled workforce, the creative economy is becoming an increasingly important component of India’s economic and innovation landscape.
The Minister’s address highlighted the need to combine creativity, skills, strong policy frameworks, intellectual property protection and responsible technology use to unlock the sector’s potential and create sustainable opportunities for the next generation.
