NEW DELHI: The Central Government has directed Meta to immediately remove Instagram advertisements and content found to be promoting or facilitating access to child sexual exploitation and abuse material (CSEAM). Along with the removal order, the Ministry of Electronics and Information Technology (MeitY) has issued a notice seeking a detailed explanation from the company within seven days regarding the alleged failure of its content moderation systems.

The latest action comes amid growing concerns over the presence of illegal and harmful content on social media platforms. According to government officials, the directive requires Meta to disable advertisements and related content that could provide access to child sexual exploitation material without delay. Authorities have warned that failure to comply with legal obligations could invite action under the Information Technology Act and child protection laws.

Government Responds Swiftly

The government’s intervention follows reports alleging that advertisements appearing on Instagram were directing users towards channels associated with child sexual abuse material. The matter gained national attention after an international media investigation highlighted the alleged advertisements and reported them to both Meta and Indian authorities.

Officials said the Centre considers the issue extremely serious because it involves the protection of children and the misuse of digital platforms for criminal purposes. The government has therefore demanded an explanation from Meta regarding how such advertisements were approved and displayed despite the company’s existing moderation policies.

Seven-Day Deadline for Meta

As part of the notice, Meta has been instructed to submit a comprehensive report explaining the circumstances that allowed the advertisements to appear and the corrective measures being implemented to prevent similar incidents in the future.

Government sources indicated that the company has been given seven days to respond. If the explanation is found unsatisfactory or compliance requirements are not met, authorities may consider further legal action under applicable laws governing digital intermediaries and child protection.

Allegations Raise Questions Over Content Moderation

The controversy has renewed concerns about the effectiveness of automated moderation systems used by major social media platforms.

The investigation that prompted the government’s response reportedly identified multiple advertisements allegedly containing terms associated with child sexual abuse material and links directing users to external messaging platforms. The findings have raised questions about how such content managed to pass advertising review mechanisms designed to prevent illegal material from appearing online.

Experts have repeatedly stressed that while artificial intelligence plays an important role in identifying harmful content, it cannot completely replace continuous human oversight, especially in sensitive cases involving child safety.

Meta’s Earlier Response

Meta has maintained that it follows a zero-tolerance policy towards child sexual exploitation and abuse material across its platforms. The company has stated that it uses advanced artificial intelligence systems along with specialised safety teams to proactively detect and remove violating content.

According to Meta, criminals frequently attempt to bypass security systems, making content moderation an ongoing challenge. The company has also said it continues investing in technology, improving detection capabilities, blocking offending links, and sharing intelligence with other organisations to combat online child exploitation.

Following reports highlighting the issue, Meta reportedly removed several advertisements, disabled multiple accounts, and blocked links found to violate its policies.

Child Safety Remains Top Priority

The case has once again highlighted the growing challenge governments face in regulating online platforms while ensuring child safety in the digital environment.

Authorities have emphasised that social media companies operating in India are expected to exercise due diligence in monitoring harmful content and responding promptly to violations. Preventing the circulation of child sexual exploitation material remains a legal obligation as well as a moral responsibility for technology companies.

Child rights advocates have welcomed the government’s intervention, saying stronger oversight is necessary to ensure platforms respond swiftly to reports involving exploitation of minors. Regulatory agencies are expected to closely monitor the outcome of the proceedings and Meta’s response in the coming days.

The Centre’s latest action reflects a broader push towards greater accountability for digital platforms operating in India. As investigations continue, the government’s response signals that online intermediaries will be expected to maintain stronger safeguards against illegal content and strengthen mechanisms that protect vulnerable users, particularly children, from exploitation on the internet.
