The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved a landmark ₹10,000 crore commitment to establish the SME Growth Fund (SGF), marking a major push to accelerate the expansion of India’s small and medium enterprises and strengthen the country’s entrepreneurial ecosystem.

The initiative, announced in line with Para 28 of the Union Budget 2026-27, is designed to provide growth-oriented equity capital to promising SMEs that have demonstrated business viability and possess the potential to scale. The government expects the fund to help create a new generation of competitive Indian companies capable of establishing a stronger presence in domestic and international markets.

₹10,000 Crore Fund Targets Critical SME Financing Gap

While several existing government-backed funds provide equity support to businesses, many primarily focus on early-stage enterprises and micro enterprises. The government has identified a structural gap in the availability of long-term growth capital for small and medium enterprises.

The SME Growth Fund is intended to address this gap by offering patient equity capital to businesses at crucial stages of expansion. Such funding can help enterprises increase production capacity, modernise operations, adopt advanced technology, enter new markets and undertake strategic investments.

Under the initiative, the Government of India will make an aggregate commitment of ₹10,000 crore to an Alternative Investment Fund (AIF) established under the SGF framework.

Manufacturing SMEs to Receive Major Focus

A significant share of the SME Growth Fund is expected to be directed towards small and medium manufacturing enterprises. The focus reflects the government’s broader objective of strengthening India’s manufacturing capabilities and building resilient domestic supply chains.

The fund will also consider SMEs operating in industrial clusters located in Tier-II and Tier-III cities. This approach is expected to encourage industrial development beyond major metropolitan centres while supporting local businesses and employment.

By directing growth capital towards manufacturing-focused enterprises, the initiative aims to help businesses expand capacity, improve productivity and adopt advanced technologies. These improvements could further strengthen the competitiveness of Indian companies in global markets.

Boost for Exports, Technology and Global Expansion

Access to long-term risk capital remains important for SMEs seeking to move beyond conventional business expansion. The new fund is expected to support companies undertaking ambitious growth plans, including international expansion,, technology adoption, acquisitions and integration into global value chains.

For high-potential enterprises, such capital can provide greater flexibility than conventional credit-based financing. It can allow companies to invest in long-term growth opportunities while building the scale and capabilities needed to compete internationally.

The government expects the SGF to create a stronger pipeline of Indian enterprises capable of becoming sectoral leaders through innovation, scale and improved competitiveness.

Tier-II and Tier-III Cities to Gain from Industrial Growth

The inclusion of industrial clusters in smaller cities gives the initiative an important regional development dimension.

Investment in SMEs outside major urban centres could strengthen local supply chains, encourage new industrial activity and create high-quality employment opportunities. It may also help distribute the benefits of India’s industrial expansion more evenly across regions.

The government believes that supporting businesses located in emerging industrial clusters can contribute to balanced economic development while enabling local enterprises to connect with larger domestic and international value chains.

Strengthening the Vision of Viksit Bharat 2047

The SME Growth Fund forms part of a wider government strategy to strengthen India’s MSME ecosystem through credit support, digitalisation, ease-of-doing-business reforms, public procurement measures, startup promotion and production-linked incentive programmes.

The latest initiative places greater emphasis on equity and risk capital for businesses that have already established viable operations but require substantial resources to reach the next stage of growth.

The government views SMEs as a crucial pillar of India’s economic transformation because of their contribution to employment, exports, manufacturing and innovation.

Creating a New Generation of Indian Champions

The approval of the ₹10,000 crore SME Growth Fund represents a significant effort to move promising Indian SMEs towards the next level of scale and competitiveness.

By providing long-term growth capital, the initiative is expected to help enterprises expand manufacturing capacity, embrace advanced technologies, access international markets and make strategic investments.

The government has positioned the initiative as an important instrument for building globally competitive Indian businesses and accelerating innovation-led industrialisation.

As India advances towards the Viksit Bharat @ 2047 vision, the SME Growth Fund is expected to play a strategic role in empowering entrepreneurs, strengthening manufacturing, supporting regional industrial development and creating quality employment.

The initiative ultimately seeks to transform high-potential SMEs into stronger, larger and more globally competitive Indian enterprises—creating the foundations for a more resilient and ambitious economy.
