Prime Minister Narendra Modi has described the inauguration of several major infrastructure and development projects in Ladakh as a significant milestone in the Union Territory’s growth, highlighting the government’s focus on connectivity, tourism, renewable energy, agriculture, education and cultural preservation.

Addressing the gathering virtually, the Prime Minister said the projects would improve the lives of residents across the strategically important Himalayan region while opening new avenues for employment and economic development.

“Today, another chapter is being added to the progress and development of Ladakh,” Modi said, expressing happiness at participating in the occasion through technology.

He congratulated the people of Ladakh, engineers, workers, local representatives and officials of the Border Roads Organisation (BRO) who contributed to the projects. He also acknowledged the enthusiasm of residents in Zanskar, who were seen waving the national Tricolour amid snowfall.

Leh Airport Expansion to Boost Tourism and Connectivity

A major highlight of the inauguration was the new terminal building at Kushok Bakula Rimpochee Airport in Leh, constructed at an estimated cost of ₹650 crore.

The upgraded facility is expected to increase the airport’s annual passenger-handling capacity from approximately 10 lakh to 35 lakh, significantly expanding its ability to accommodate growing tourist traffic. The Prime Minister also said flight operations could increase substantially as capacity improves.

Modi highlighted the terminal’s environmentally conscious design, which incorporates geothermal heating technology and solar energy to address Ladakh’s extreme climatic conditions.

“This is the country’s first airport terminal equipped with geothermal heating facilities in India,” he said, emphasising the importance of developing modern infrastructure while protecting the fragile Himalayan environment.

The upgraded airport is expected to strengthen Ladakh’s tourism sector, improve accessibility for visitors and provide a boost to businesses dependent on travel and hospitality.

₹2,500-Crore Road Project Cuts Travel Time

The inauguration of the Nimmu–Padum–Darcha road marked another major step towards strengthening Ladakh’s road infrastructure. The project has involved an investment of approximately ₹2,500 crore.

According to Modi, the route will reduce travel time from around 12 hours to nearly three hours, making journeys more convenient and improving access between important locations.

The road is also expected to facilitate trade, commerce and the movement of essential supplies, benefiting residents and businesses across the region.

The Prime Minister outlined the broader expansion of Ladakh’s transport infrastructure since 2019. He said the region’s road network had grown from approximately 1,800 kilometres to more than 4,000 kilometres, while the number of major bridges had increased from 19 to around 75.

The number of helipads has also risen from seven to more than 40, improving transportation options in remote and difficult-to-access areas.

Modi further highlighted the ongoing construction of the Zojila Tunnel, which is expected to improve all-weather connectivity between Ladakh and the rest of the country once completed.

Hydropower Projects and Water Security

Strengthening electricity infrastructure was another key component of the development programme. Modi inaugurated the Hanu hydroelectric project and its associated transmission line, building on earlier efforts to improve power connectivity between Srinagar and Leh.

He stressed that reliable electricity was essential for improving living standards, strengthening healthcare services, supporting education and enabling small businesses to grow.

“A reliable electricity system brings not only light, but also illuminates lives,” the Prime Minister said.

He added that the government was also advancing work on a modern power-generation project in the Puga Valley, which could further support Ladakh’s energy requirements.

In another important initiative, 40 reservoirs developed under Project Amrit Him Sarovar were dedicated to the people of Ladakh. These reservoirs are expected to help farmers access irrigation water when required, supporting agricultural activities in a region where water availability remains a major challenge.

Tourism and Agriculture Create New Economic Opportunities

The Prime Minister said the government was working to expand Ladakh’s economic base by encouraging tourism, farming and local entrepreneurship.

Under the Vibrant Villages Programme, more than 40 border villages in Ladakh are being developed as what Modi described as India’s “first villages”. The initiative aims to strengthen remote communities and create employment opportunities closer to the border.

He also highlighted the expansion of homestays, whose numbers have increased from around 150 to approximately 3,000. The growth is expected to help local families earn income by welcoming tourists and offering cultural experiences.

Greenhouse farming has also expanded, with approximately 11,000 greenhouses in the region, according to the Prime Minister. The initiative is intended to support agricultural production and improve farmers’ earning potential despite the challenging climate.

Modi highlighted the commercial value of Ladakh’s pashmina, sea buckthorn, handicrafts and apricots.

“Our effort is to ensure that these products find new markets, receive better branding, and that the benefits reach the producers directly,” he said.

The government is also seeking to strengthen the traditional pashmina industry associated with the Changpa pastoralist community and promote commercial flower cultivation in high-altitude areas.

Education, Digital Connectivity and Sports in Focus

Expanding opportunities for Ladakh’s youth was another priority outlined by the Prime Minister.

A Centre of Excellence is being established in Leh, while proposals are being advanced for satellite campuses of IIT Jammu and IIM Jammu. These initiatives are intended to improve access to higher education, research and advanced technical training within the region.

The government is also promoting digital connectivity through BharatNet and high-speed internet services. According to Modi, improved digital access can help students pursue online education, enable residents to access government services and connect local businesses with national and international markets.

Ladakh’s sporting potential also received attention. The Prime Minister referred to the region’s achievements in ice hockey, winter sports and mountaineering, adding that the new sports policy would support athletes through improved training and facilities.

He also said approval had been granted in August for the establishment of a High Court Bench in Ladakh, a step intended to improve access to the justice system.

Petroglyph Conservation Park to Protect Ancient Heritage

The inauguration of India’s first Petroglyph Conservation Park in Leh marked an important development in preserving Ladakh’s archaeological and cultural legacy.

The facility is intended to strengthen the conservation of ancient rock carvings and help future generations understand the region’s history.

Modi emphasised that Ladakh’s monasteries, Buddhist traditions and local festivals were valuable elements of India’s cultural heritage. He also acknowledged the contribution of the revered Kushok Bakula Rimpochee.

The Prime Minister said the government wanted Ladakh’s traditions and cultural identity to gain wider international recognition while ensuring their preservation for future generations.

PM Modi Reaffirms Commitment to Ladakh’s Progress

The development programme reflects a broad effort to improve infrastructure and expand economic opportunities in Ladakh, from transport and electricity to agriculture, education and tourism.

Concluding his address, Modi expressed confidence that the projects would help the Union Territory advance towards new development milestones.

He reiterated his congratulations to the people of Ladakh and the teams involved in completing the initiatives, emphasising the government’s commitment to improving connectivity, strengthening livelihoods and preserving the region’s distinctive natural and cultural heritage.
