Big Cabinet Boost: ITLA Set To Reshape India’s Transport And Logistics Infrastructure

Union Cabinet clears ITLA as a landmark step to unify transport planning, strengthen multimodal connectivity, cut logistics costs and boost India’s global logistics competitiveness.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the establishment of the Integrated Transport & Logistics Authority (ITLA) as a Special Purpose Vehicle (SPV), marking a major step towards creating a more coordinated, efficient and future-ready transport and logistics system in India.

The new authority is designed to address persistent challenges caused by fragmented planning, implementation and monitoring across different transport-related ministries and agencies. By bringing greater coordination and multimodal integration into infrastructure planning, the government expects ITLA to improve efficiency, sustainability and the overall effectiveness of transport development.

ITLA to Become National Apex Institution

The Integrated Transport & Logistics Authority will function as a national apex institution for integrated transport and logistics planning, research, technical project appraisal, monitoring, policy support and data analytics.

The authority will provide an institutional framework to bring different modes of transportation under a coordinated planning approach. Roads, railways, ports, shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics will be considered as interconnected components of India’s transport ecosystem.

Long-Term National Transport Master Plan

One of ITLA’s major responsibilities will be the preparation of a comprehensive National Transport Master Plan with a planning horizon of at least 10 years.

The long-term plan is expected to provide a common strategic direction for the country’s transport infrastructure. It will focus on improving connectivity between different modes and encouraging the development of multimodal infrastructure rather than planning individual transport networks in isolation.

The authority will also evaluate short-term sectoral plans, generally covering around five years, along with annual plans prepared by transport ministries.

Major Projects Above Rs 500 Crore to Face Technical Appraisal

ITLA will undertake the technical appraisal of Government of India infrastructure projects costing Rs 500 crore or more.

The financial appraisal of such projects will continue through the existing financial appraisal mechanisms. ITLA’s technical assessment will provide an additional layer of integrated planning and evaluation, helping ensure that major projects are aligned with broader national transport priorities.

The authority will also monitor the implementation of transport and infrastructure projects above the Rs 500 crore threshold.

Focus on Monitoring and Impact Assessment

Beyond project approval and planning, ITLA will establish a coordinated mechanism for monitoring large infrastructure projects and addressing implementation-related issues.

The authority will also conduct post-implementation impact assessments. This will help evaluate whether completed projects are delivering their intended economic, connectivity and infrastructure benefits and provide lessons for future planning.

National Transport Data Repository to Drive Smarter Planning

A key component of ITLA will be the creation of a National Transport Data Repository (NTDR).

The repository will bring together relevant transport and logistics datasets from multiple sources. These are expected to include GSTN e-way bill information, FASTag data, Vahan, GPS-based systems, urban traffic management systems and other relevant databases.

Using integrated datasets, ITLA will undertake advanced analytics, including freight-flow and origin-destination analysis. Such information can help policymakers understand movement patterns, identify infrastructure gaps and make evidence-based decisions on future transport investments.

Support for National Logistics Policy

ITLA will also advise and assist the government in reviewing and updating the National Logistics Policy, 2022.

The authority will work towards improving institutional capacity in the logistics sector through training, skilling and capacity-building initiatives. It will also promote research and innovation in transportation and logistics, while encouraging the adoption of international best practices.

Push for Multimodal Connectivity and Lower Logistics Costs

The creation of ITLA comes with a broader objective of improving India’s logistics competitiveness. Better coordination among different transport modes can help reduce duplication, improve infrastructure utilisation and create more seamless movement of passengers and freight.

The government expects the authority to contribute to lowering logistics costs while improving infrastructure efficiency and strengthening multimodal connectivity across the country.

ITLA Linked to India’s Vision 2047

The government has positioned the establishment of ITLA as an important institutional reform supporting India’s Vision 2047.

By integrating research, long-term planning, big-data capabilities, project monitoring and impact evaluation, the authority is expected to strengthen India’s ability to plan and execute large-scale transport infrastructure.

The initiative could also help India build a more resilient and competitive logistics ecosystem by connecting transport planning with technological innovation, data-driven policymaking and coordinated implementation.

With transportation and logistics playing a critical role in economic growth, trade and national connectivity, the establishment of ITLA represents a significant effort to move towards a unified and integrated approach to infrastructure development.
