Prime Minister Narendra Modi on Saturday distributed more than 51,000 appointment letters to newly recruited youth across various government organisations during the 20th Rozgar Mela, urging the new appointees to make citizen-centric governance, innovation and continuous reform the foundation of their public service.
Addressing the recruits through video conferencing, Modi said the occasion marked an important new beginning for thousands of young people and their families. He acknowledged the candidates’ hard work as well as the sacrifices made by their parents and wished the newly appointed employees success in their careers.
Youth At The Centre Of Developed India Vision
The Prime Minister said the new recruits are joining government service at a crucial stage as India works towards the goal of becoming a developed nation by 2047. He emphasized that young officials would have an important role in strengthening both a developed and self-reliant India through their administrative decisions.
Modi also highlighted the growing global expectations from India’s younger generation. He said Indian innovators, entrepreneurs and young people are increasingly attracting international confidence through their talent, skills and ideas.
“The world has high hopes from our innovators, our entrepreneurs, and our youth power,” he said.
BRICS Initiatives To Expand Global Participation
Referring to the recently concluded BRICS Summit, Modi said India’s approach to international cooperation is moving beyond traditional government-to-government engagement.
He cited initiatives such as BRICS CONNECT and the BRICS MSME Cooperation Portal as examples of efforts aimed at bringing entrepreneurs, farmers, women and young people into international partnerships.
According to the Prime Minister, wider participation in such platforms can help Indian citizens become active contributors to emerging global economic opportunities.
Free Trade Agreements Opening New Career Opportunities
Modi also underlined the employment potential created through India’s expanding network of Free Trade Agreements. He said agreements with around 40 countries are opening new markets for Indian businesses while creating opportunities for young people.
“These Free Trade Agreements are creating new doors of possibilities for our youth,” he said, linking greater international market access with expanding career prospects.
Focus On Skills, Education And Future-Ready Workforce
The Prime Minister highlighted several government programmes aimed at preparing young Indians for a rapidly changing economy. These include the National Education Policy, Skill India Mission, Pradhan Mantri Kaushal Vikas Yojana and expanded apprenticeship opportunities.
He also referred to the PM-SETU initiative, under which 1,000 government Industrial Training Institutes are being modernised with an investment of ₹60,000 crore and greater participation from industry.
Modi said education and skill development must continuously evolve according to changing economic and industrial requirements.
Startup Growth Fuelling New Employment
Highlighting India’s startup ecosystem, the Prime Minister said the country has emerged as the world’s third-largest startup hub. He noted that nearly half of recognised startups are now emerging from tier-two and tier-three cities.
He praised young people from smaller towns and rural areas for turning ideas into businesses and creating employment opportunities for others.
“Today the youth from villages, towns, and small cities are also playing a major role in India’s new economy,” Modi said.
₹1 Lakh Crore Employment Scheme For Private Sector
The Prime Minister also outlined measures aimed at increasing private-sector employment. He highlighted the Pradhan Mantri Viksit Bharat Rojgar Yojana, described as a ₹1 lakh crore initiative targeting the entry of two crore young people into the formal workforce for the first time.
Under the scheme, first-time employees can receive incentives of up to ₹15,000, while employers generating additional employment are also eligible for financial incentives.
Modi said the government is working across multiple areas to expand employment opportunities.
Economic Growth And Investment Linked To Jobs
Connecting employment creation with economic expansion, Modi said sustained job opportunities depend on economic growth, rising investment and the expansion of new industries.
He highlighted a reported 7.8 percent growth rate and a 12 percent increase in investment during the first quarter, while also pointing to improvements in India’s economic outlook from rating agencies.
He attributed a significant contribution to these developments to reforms undertaken over the past several years.
New Officials Asked To Keep “Reform Express” Moving
The Prime Minister urged the newly appointed officials to maintain the momentum of administrative reforms throughout their careers. He stressed the importance of simplifying tax compliance, improving ease of doing business, strengthening education and skilling, and opening additional sectors to innovation.

“It is necessary that the Reform Express in the country runs continuously at full speed,” Modi said.
He further called on officials to ensure that every administrative decision and file processed by them helps remove obstacles for young people, encourages innovation and supports investment that can generate employment.
Empathy And Citizen-Centric Governance
Modi asked the recruits to remember the difficulties they experienced before entering government service and work to ensure that other citizens do not face similar obstacles.
He also emphasized continuous learning and technological adaptation through Mission Karmayogi. The Karmayogi Prarambh module is intended to help new government employees understand the administrative system, while the iGOT platform already has around 1.7 crore employees registered, according to the Prime Minister.
Concluding his address, Modi said public trust remains central to effective governance. He noted that government employees influence citizens’ daily experiences through services such as pensions, scholarships and farmer subsidies.
He urged the new recruits to follow the principle of “Nagrik Devo Bhava”, or treating citizens as worthy of the highest respect, and said that their success would be greater when their work makes people’s lives easier.
