Telangana Chief Minister A Revanth Reddy’s proposed visit to the United States has triggered a political controversy after the Centre declined to grant the required political clearance. The Ministry of External Affairs (MEA), however, sought to clarify the position on Friday, saying overseas travel proposals are examined on their merits and that the decision was not based on political considerations.
The development comes as Reddy is currently in the United Kingdom as part of a foreign tour that was originally planned to include both Britain and the US. His proposed American leg was scheduled to include meetings with leading educational and skills institutions as part of the Telangana government’s efforts to attract global academic partnerships to the state.
MEA Defends Decision on Revanth Reddy’s US Tour
The MEA said the proposed visit was assessed according to established procedures and on its merits. The ministry’s clarification came amid reports suggesting that political considerations were behind the refusal to clear Reddy’s US programme.
According to the MEA, the programme submitted for the visit was not considered appropriate for the office held by the Telangana chief minister and the stated purpose of the proposed trip. The ministry did not provide further details about which elements of the itinerary led to the decision.
The clarification is significant because the Telangana government had described the decision as a denial from a political angle. The contrasting positions have added a fresh layer to the Centre-state friction surrounding the chief minister’s overseas travel.
Telangana Government Says US Visit Was Denied
Reddy’s office said the TelanganaRising delegation was forced to cancel its US visit after the Ministry of External Affairs declined permission. The state government maintained that it had followed the required procedure and sought approval for both the UK and US legs of the tour.
While the UK portion received clearance, the US leg was not approved. The state government said the Centre communicated the decision after the delegation had already reached the UK.
Reddy was expected to proceed from the UK to Boston before travelling through other parts of the United States. Following the Centre’s decision, he is expected to return to Hyderabad instead of continuing with the American leg of his tour. Reports indicate that his return is scheduled for August 23.
Revanth Reddy Expresses Shock Over ‘Political Denial’
Reacting to the development, Reddy said the primary objective of his proposed US visit was to bring some of the world’s leading educational institutions closer to Telangana.
He argued that the proposed engagements were connected to education, skills, training and opportunities for young people rather than electoral politics. Reddy also emphasised that issues concerning nation-building and the future of the youth should rise above political differences.
The chief minister has been promoting TelanganaRising as a broader development strategy aimed at strengthening the state’s economy, human-resource capabilities and global partnerships.
Global Universities Were Central to US Programme
The proposed US itinerary reportedly included interactions with prominent institutions such as Harvard University, the Massachusetts Institute of Technology, Northeastern University and Virginia Tech. The Telangana delegation planned to explore possible collaborations in higher education, skills development and related areas.

Reddy’s government has been seeking partnerships with internationally recognised institutions to expand access to global-quality education and training opportunities within Telangana.
The Chief Minister has argued that Hyderabad already possesses a strong educational and technological ecosystem, supported by institutions such as Osmania University, the University of Hyderabad, IIT Hyderabad, the Indian School of Business, IIIT Hyderabad and NALSAR.
Officials Told to Continue US Engagements
Although Reddy himself will not proceed to the United States, he has instructed officials from the delegation to continue with the planned engagements, according to the state government.
The officials are expected to pursue discussions and conclude proposed memoranda of understanding and partnership agreements with educational and skills institutions. The move indicates that Telangana intends to continue pursuing its international education and investment outreach despite the cancellation of the chief minister’s visit.
Reddy has also continued his scheduled engagements in the United Kingdom, including interactions with Oxford, Cambridge, the London School of Economics, London Business School and the University of London.
Centre-State Tensions Add Political Weight
The dispute has gained attention because decisions involving overseas visits by chief ministers can become politically sensitive. Applications for foreign travel by state chief ministers are subject to established approval procedures involving the Centre.
The latest episode has therefore renewed debate over the scope of political clearance and the circumstances under which such permissions can be denied.
While the Telangana government has portrayed the decision as politically motivated, the MEA has rejected that characterisation and maintained that the proposed US visit was evaluated on merit.
The immediate consequence is that Reddy’s US itinerary has been cancelled, while his delegation is expected to continue efforts to secure educational and institutional partnerships.
Focus Shifts to Telangana’s Global Education Push
Despite the setback, Reddy has reiterated his determination to position Hyderabad as a global knowledge hub. His administration argues that bringing international universities, training institutions and global skill-development organisations to Telangana could create new opportunities for students and young professionals.
The controversy over the cancelled US visit is therefore likely to remain politically significant, particularly as the Centre and Telangana government present sharply different explanations for the decision.
For now, the MEA’s position is that the proposal was examined according to established norms and assessed on its merits, while the Telangana government continues to question the denial and emphasise the educational and development objectives behind the proposed visit.
