The Delhi government is preparing to introduce a landmark land records reform aimed at creating a unified digital database for every property in the national capital. Under the proposed Delhi Land Records Bill, 2026, every land parcel will receive a Unique Property ID, popularly described as a “Property Aadhaar Card”, to improve ownership records, reduce disputes, and make property-related services more transparent.
Digital Identity For Every Property
According to the proposal, every property in Delhi—whether located in urban neighbourhoods or rural villages—will undergo a detailed survey. The information collected will then be integrated into a single digital land records platform managed by the government.
Each surveyed property will be assigned a Unique Property ID (UPID) that will serve as its permanent digital identity. The government believes that this system will simplify property verification, improve record management, and strengthen transparency in land administration across the capital.
Unlike existing fragmented records maintained by different departments, the new framework seeks to create one reliable source of information for land ownership and property details.
Separate Records For Every Floor
One of the notable features of the proposed legislation is its approach toward multi-storey buildings. Instead of maintaining a single record for the entire structure, authorities plan to prepare individual digital records for every floor.
This is expected to provide greater clarity in cases where different floors of a building are owned by separate individuals or families. Separate floor-wise records could also make property transactions, ownership transfers, and legal verification much easier in densely populated areas of Delhi.
Comprehensive Survey Across Delhi
The proposed exercise will cover both rural and urban areas of Delhi. Survey teams are expected to map every property, verify ownership details wherever possible, and digitally record the information.
Officials believe that a comprehensive survey will help identify outdated, incomplete, or conflicting land records that have accumulated over several decades. Once digitised, these records can be updated more efficiently whenever ownership changes or new developments take place.
The government also expects the initiative to reduce paperwork and make property-related services more accessible through digital platforms.
Reducing Property Disputes
Property disputes remain one of the biggest challenges in urban governance, often arising from unclear ownership documents or inconsistent land records maintained by different agencies.

The proposed digital land records system is expected to address these issues by providing verified and standardised property information under a single framework. With each property carrying a unique identification number, authorities hope that ownership verification will become faster and more reliable.
Experts believe such reforms can also reduce fraud involving forged documents and overlapping ownership claims while making legal processes more efficient.

A unified property database could further support better coordination between municipal authorities and various government departments responsible for land management.

The Delhi Land Records Bill, 2026 is expected to provide the legal foundation for creating and maintaining the digital property database.
