PUNE: Heavy monsoon rains triggered a major disaster in Maharashtra’s Pune district on Wednesday after a massive mound of legacy waste collapsed onto a three-storey administrative building at a waste processing facility in Pimpri Chinchwad. Authorities said at least 16 people were feared trapped beneath the debris as emergency rescue operations continued through the day.
The incident occurred in the Moshi area, where the building functioned as the administrative office of a private company engaged in processing legacy waste on behalf of the Pimpri-Chinchwad Municipal Corporation (PCMC). According to officials, prolonged rainfall had weakened the enormous garbage mound situated beside the structure, eventually causing it to give way and crash into the building.
Heavy Rain Believed to Have Triggered Collapse
Municipal officials said the building itself did not fail independently. Instead, a giant heap of accumulated waste became unstable after continuous rainfall, creating enormous pressure on the adjacent structure.
Pimpri-Chinchwad Municipal Commissioner Vijay Suryawanshi said preliminary findings suggest the legacy waste mound loosened because of heavy rains before collapsing onto the administrative building. The impact caused the three-storey structure to cave in within moments, trapping employees working inside.
The waste mound had accumulated over several years as part of the city’s waste disposal operations. Such legacy waste sites often contain millions of tonnes of compacted garbage that can become unstable during prolonged periods of intense rainfall.
Employees Trapped Inside Office Building
Officials believe most of those trapped are employees of the private waste management company operating the facility.
Initial reports indicated that around 19 workers were inside the building when the collapse occurred. Rescue teams managed to pull out several individuals shortly after reaching the scene, while operations continued to locate those still feared trapped beneath the rubble. Authorities have not yet released complete details regarding injuries or fatalities, as the rescue effort remains ongoing.
Family members of workers quickly gathered near the accident site as emergency personnel searched for survivors using heavy machinery and specialised rescue equipment.

Multiple emergency agencies were deployed immediately after the collapse.
Teams from the National Disaster Response Force (NDRF), local fire brigade units, police personnel, medical teams and ambulances rushed to the site. Experts have long warned that ageing waste mountains can become unstable during heavy rainfall if proper stabilisation measures are not maintained. Administrative buildings and operational facilities situated close to such dumps may face elevated risks during extreme weather events.
Authorities are expected to examine whether adequate monitoring systems, drainage arrangements and structural safeguards were in place before the accident occurred.
Investigators are also likely to assess whether warning signs of instability were detected before the collapse and if precautionary evacuations could have prevented workers from being trapped.
