NEW DELHI: The National Investigation Agency (NIA) has filed a supplementary chargesheet against Pakistan-based terrorist Hafiz Saeed in connection with the 2025 Pahalgam terror attack, alleging his direct involvement in orchestrating the conspiracy behind one of the deadliest attacks on civilians in Jammu and Kashmir in recent years.
According to the agency, the supplementary chargesheet was submitted before the NIA Special Court in Jammu. Hafiz Saeed has been named both in his individual capacity and as the chief of the banned terrorist organisation Lashkar-e-Taiba (LeT), along with its proxy outfit, The Resistance Front (TRF). The NIA stated that the new chargesheet builds upon its earlier investigation and presents additional evidence linking the Pakistan-based terror leadership to the planning and execution of the attack.
Charges Under BNS And UAPA
The anti-terror agency has invoked multiple provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, along with sections of the Unlawful Activities (Prevention) Act (UAPA), 1967, against Hafiz Saeed. Investigators have also included charges related to waging war against India and criminal conspiracy, alleging that the attack was planned from across the border with active support from Pakistan-based terror networks.
Officials said the supplementary chargesheet outlines the role played by Hafiz Saeed in directing and supporting terrorist activities targeting India. It also contains details of the broader conspiracy, evidence collected during the investigation, and findings based on forensic examination, technical analysis, and field investigations carried out by the agency.
Supplementary Chargesheet Expands Earlier Investigation
The latest filing is a continuation of the original chargesheet submitted by the NIA, which reportedly ran into more than 1,500 pages. The agency said the supplementary document adds further material gathered during the ongoing investigation and strengthens the prosecution’s case regarding the cross-border terror conspiracy.
According to investigators, the fresh evidence explains how the attack was conceived, financed, facilitated, and coordinated through terrorist networks operating from Pakistan. It also elaborates on the alleged involvement of senior leaders of the banned organisations in directing operatives responsible for carrying out the assault.
The NIA stated that the investigation relied on extensive scientific examination, intelligence inputs, witness testimonies, digital evidence, and on-ground verification to reconstruct the sequence of events and identify those responsible.
Earlier Chargesheet Named Pakistani Handler And Other Accused
The agency recalled that in its earlier chargesheet filed on December 15, 2025, it had already named Pakistani terrorist handler Sajid Jatt as one of the accused. That chargesheet also included three terrorists who were later killed during Operation Mahadev in July 2025, along with two individuals arrested during the course of the investigation.
Additionally, the NIA had charged the banned organisations Lashkar-e-Taiba and The Resistance Front as legal entities, accusing them of planning, facilitating, and executing the Pahalgam terror attack.
Officials maintain that the organisations worked in coordination to recruit operatives, arrange logistics, and carry out the attack with the objective of spreading terror and destabilising peace in the region.
Pahalgam Attack Shocked The Nation
The Pahalgam terror attack took place on April 22, 2025, in Jammu and Kashmir and resulted in the deaths of 26 people, including 25 tourists and one local resident. The victims were reportedly targeted in an attack that investigators described as motivated by religious identity.
The incident triggered nationwide outrage and prompted a large-scale security response across the Kashmir Valley. Security agencies intensified anti-terror operations in the region while investigators began collecting evidence from the attack site to identify those responsible.
An FIR was initially registered at Pahalgam Police Station in Anantnag district. Following preliminary investigation by the Jammu and Kashmir Police, the Ministry of Home Affairs transferred the case to the National Investigation Agency for a comprehensive probe into the larger conspiracy.
Scientific Investigation And Cross-Border Evidence
The NIA has maintained that its investigation uncovered substantial evidence pointing towards Pakistan-based planning and coordination. Investigators have relied on forensic analysis, electronic data, communication records, and witness statements to establish the chain of events leading to the attack.
Officials said the evidence collected indicates that the conspiracy extended beyond the attackers on the ground and involved handlers, planners, and leaders operating from across the border. The agency believes the supplementary chargesheet further strengthens this aspect of the prosecution.
The investigation also focuses on identifying financial support channels, communication links, recruitment mechanisms, and operational planning that allegedly enabled the terrorists to execute the attack.
Probe Continues Into Wider Terror Network
The NIA has said that the investigation into the case remains ongoing and that efforts continue to identify every individual involved in the conspiracy. Officials are examining additional leads to determine the full extent of the network that allegedly supported the attackers.
The agency reiterated that it is committed to bringing all those responsible to justice, including masterminds, handlers, facilitators, and operatives associated with the attack.
The case continues to be regarded as one of India’s most significant anti-terror investigations in recent years, with investigators working to expose the complete cross-border conspiracy behind the deadly assault. The supplementary chargesheet against Hafiz Saeed marks another important step in the legal proceedings as authorities seek accountability for the attack that claimed 26 lives and drew widespread condemnation across the country.
