NEW DELHI: Prime Minister Narendra Modi will undertake a day-long visit to Rajasthan and Gujarat on July 4, during which he will inaugurate, dedicate and lay the foundation stone for development projects worth around ₹1.06 lakh crore. The initiatives span multiple sectors, including aviation, petrochemicals, urban transport, railways, highways, renewable energy, power transmission and semiconductor manufacturing.
The visit will begin in Rajasthan, where the Prime Minister will launch the Modified UDAN scheme, inaugurate the new terminal building at Jodhpur Airport and unveil several landmark infrastructure projects in Balotra. Later in the day, he will travel to Gujarat to inaugurate a major semiconductor assembly and testing facility at Sanand, marking another milestone in India’s electronics manufacturing ambitions.
Modified UDAN Scheme to Boost Regional Aviation
Prime Minister Modi will launch the Modified UDAN (Ude Desh Ka Aam Nagrik) scheme in Jodhpur, aimed at expanding regional air connectivity and strengthening India’s aviation network over the next decade.
The scheme has been allocated ₹28,840 crore and focuses on improving access to air travel in underserved regions. It includes plans to develop 100 aerodromes using existing unserved airstrips, supported by an investment exceeding ₹12,000 crore.
To ensure the long-term sustainability of regional airports, over ₹2,500 crore has been earmarked for operations and maintenance support. Additionally, 200 modern helipads are proposed to improve connectivity in remote and geographically challenging areas.
The programme also continues Viability Gap Funding (VGF) worth more than ₹10,000 crore to support airlines operating regional routes. The initiative encourages the use of indigenous aircraft and helicopters, including HAL Dhruv and Dornier platforms, in line with the government’s Aatmanirbhar Bharat vision.
New Jodhpur Airport Terminal to Be Inaugurated
The Prime Minister will also inaugurate the newly constructed terminal building at Jodhpur Airport, built at a cost of ₹480 crore.
Spread across more than 23,000 square metres, the terminal is capable of handling 20 lakh passengers annually. It incorporates modern passenger facilities while reflecting Rajasthan’s architectural heritage through traditional arches and jharokhas blended with contemporary design.
The building has been designed with sustainability in mind, featuring energy-efficient systems, water conservation measures and environmentally friendly construction practices aimed at achieving a 5-Star GRIHA rating.
The upgraded airport infrastructure is expected to improve tourism, trade, business activity and employment opportunities across western Rajasthan.

India’s First Greenfield Integrated Refinery-Cum-Petrochemical Complex Dedicated
In Balotra, Prime Minister Modi will dedicate the country’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra to the nation.
Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the project has been established with an investment of more than ₹79,450 crore.
The complex has a refining capacity of 9 million metric tonnes per annum (MMTPA) and an integrated petrochemical production capacity of 2.4 MMTPA. It features a Nelson Complexity Index of 17, indicating advanced refining capabilities, while achieving petrochemical yields exceeding 26 percent, comparable to leading international facilities.
The project is expected to strengthen India’s energy security, reduce dependence on petrochemical imports and support downstream industries through the proposed Petrochemical and Plastic Park in the region. It is also expected to generate substantial employment and industrial investment in Rajasthan.
Jaipur Metro Phase 2 to Expand Urban Connectivity
The Prime Minister will lay the foundation stone for Phase 2 of the Jaipur Metro Rail Project, which involves an investment of over ₹13,000 crore.
The project includes a 41-kilometre north-south corridor connecting Prahladpura to Todi Mod through 36 stations. The corridor will connect major industrial and residential areas such as Sitapura Industrial Area and Vishwakarma Industrial Area (VKI), while providing access to Jaipur Airport, SMS Hospital, SMS Stadium, Tonk Road, Ambabari and Vidyadhar Nagar.
Officials expect the expanded metro network to significantly improve public transport by reducing travel time, easing traffic congestion and offering safer commuting options.
Rail and Highway Projects to Improve Regional Connectivity
Prime Minister Modi will dedicate two railway doubling projects — the 58-kilometre Churu-Sadulpur section and the 46-kilometre Churu-Ratangarh section — developed at a combined cost of around ₹900 crore.
Together covering 104 kilometres, the projects will enhance railway capacity, improve punctuality of passenger and freight services, reduce congestion and support industrial growth in north-west Rajasthan.
He will also inaugurate the four-laning of National Highway-125A, specifically the Karwar-Dangiyawas section of the Jodhpur Ring Road, built at a cost of approximately ₹740 crore. The upgraded road is expected to improve traffic flow and road safety around Jodhpur.
Renewable Energy and Power Transmission Projects
The Prime Minister will dedicate SJVN Limited’s 1,000 MW Bikaner Solar Energy Project, developed with an investment of nearly ₹5,500 crore. The project uses over 24 lakh domestically manufactured solar modules, supporting India’s domestic renewable energy manufacturing ecosystem.
He will also dedicate NHPC’s 300 MW Karnisar Bikaner Solar Energy Plant, which has been built using around 7.75 lakh Indian-made solar photovoltaic cells and modules.
In addition, the Prime Minister will inaugurate a power transmission line developed at a cost exceeding ₹1,900 crore to evacuate renewable energy from Rajasthan’s Renewable Energy Zone (REZ). He will also lay the foundation stone for a 530-kilometre transmission network, aimed at facilitating the integration of renewable power into the national grid while ensuring reliable electricity supply.
Appointment Letters for 54,000 Youth
During the Balotra programme, Prime Minister Modi will distribute appointment letters to nearly 54,000 newly recruited youth selected for various departments of the Rajasthan Government.
The recruits belong to sectors including education, home, energy, agriculture, higher education, transport, skill development, information technology, planning, administrative reforms and Panchayati Raj, among others.
Semiconductor Milestone in Gujarat
In the final leg of his visit, the Prime Minister will inaugurate the CG Semi Outsourced Semiconductor Assembly and Test (OSAT) facility in Sanand, Ahmedabad.
Developed with an investment of over ₹7,500 crore, the project is among the first four semiconductor units approved under the India Semiconductor Mission.
The facility represents one of India’s first integrated end-to-end OSAT plants, offering semiconductor assembly, wafer sorting, testing, package design, product characterisation, failure analysis, logistics support and test programme development.
Once operating at full capacity, the plant is expected to produce up to 5 billion semiconductor chips annually, catering to industries such as automotive, telecommunications, industrial electronics, 5G infrastructure and the Internet of Things (IoT).
The facility is also expected to support the rising global demand for memory and storage chips driven by rapid advancements in artificial intelligence and high-performance computing.
The inauguration marks another significant step in India’s efforts to build a resilient semiconductor ecosystem, strengthen domestic electronics manufacturing and enhance the country’s position in the global semiconductor supply chain.
