GURUGRAM: Gurugram has launched one of its biggest anti-encroachment and illegal construction campaigns in recent years, with authorities taking stringent action against unauthorised buildings and commercial activities operating inside residential areas of DLF Phase 3. The latest phase of the operation witnessed the demolition of a 45-room paying guest (PG) accommodation and the removal of several illegal commercial structures.
The enforcement drive is being carried out by the Department of Town and Country Planning (DTCP) with support from local administration and police personnel. Officials say the operation is part of a larger effort to restore the original character of residential zones and enforce building regulations that have allegedly been ignored for years.
Major Action Against Illegal Establishments
During the latest operation, authorities demolished portions of an illegally modified 45-room PG facility and sealed multiple commercial establishments operating without proper approvals.
Officials also removed unauthorised structures, including stores, offices, salons, gyms and other businesses that had allegedly been established in residential buildings. Many of these buildings had undergone illegal alterations, including converting parking areas into commercial spaces. The crackdown has become increasingly extensive over the past few days.
Large-scale Violations Discovered
Authorities uncovered several large violations during inspections.
Among the most significant discoveries was a massive 128-room PG complex operating from interconnected buildings that had effectively been converted into a commercial facility. Officials found that two separate structures had been merged into one large establishment featuring accommodation facilities, gyms and food service operations. The entire premises were sealed.
On another day of the drive, authorities reported sealing hundreds of PG rooms and several commercial units across DLF Phase 3.
Why Authorities Initiated The Drive
Officials stated that the campaign follows directions issued by the Punjab and Haryana High Court regarding illegal construction activities, particularly the misuse of residential plots for commercial purposes.
Over the years, residents have repeatedly complained about:
- Residential houses being converted into PG accommodations.
- Illegal additions beyond approved building plans.
- Commercial businesses operating inside residential colonies.
- Encroachment on public spaces and parking areas.
- Increased pressure on civic infrastructure.
Residents have argued that these violations have contributed to traffic congestion, parking shortages, water supply stress and safety concerns.
Parking Areas Misused For Commercial Purposes
One of the major concerns highlighted during inspections was the widespread conversion of stilt parking areas into offices, rooms and shops.
In several cases, authorities demolished internal partitions and restored parking spaces to their original approved layouts. Officials warned that misuse of parking areas compromises safety standards and violates sanctioned building plans.
Residents Welcome Strict Enforcement
Many resident welfare associations (RWAs) have welcomed the government’s intervention.
Residents have long alleged that unchecked illegal construction has adversely affected their quality of life. According to local representatives, the rapid growth of unauthorised PG facilities significantly increased population density without corresponding upgrades to infrastructure.
Several resident groups are now demanding that similar action be extended to other sectors across Gurugram where unauthorised construction remains rampant.
More Sectors Could Come Under Scrutiny
Officials have indicated that the enforcement campaign is far from over.
Authorities are expected to continue identifying buildings violating approved land-use norms. Properties operating illegally may face sealing, demolition or legal proceedings if owners fail to comply with regulations.
The Gurugram administration has also signalled a broader push to reclaim residential neighbourhoods from unauthorised commercial expansion that has developed over several years.
