Prime Minister Narendra Modi has congratulated Brazilian President Luiz Inácio Lula da Silva on his re-election, describing him as his “dear friend” and expressing confidence in expanding the strategic partnership between India and Brazil. Modi’s message highlights New Delhi’s commitment to strengthening bilateral cooperation and advancing the shared priorities of the Global South.
PM Modi’s congratulatory message underscores India-Brazil friendship
In a message shared on social media platform X on Monday, October 26, Modi conveyed his warm wishes to Lula following his electoral victory and emphasised the importance of closer cooperation between the two countries.
“Heartiest congratulations to my dear friend, President Lula, on his remarkable re-election victory,” Modi said, adding that he looked forward to working closely with the Brazilian leader to deepen and expand the India-Brazil Strategic Partnership.
The Prime Minister also stressed the need to strengthen cooperation across multiple sectors while pursuing common objectives on the international stage.
“Together, we will continue to strengthen our cooperation across diverse sectors, advance the shared priorities of the Global South and work towards a more inclusive, equitable and sustainable world,” Modi added.
The message signals India’s intention to maintain momentum in its engagement with Brazil, one of its important partners in Latin America and a key voice among developing economies.
Lula secures re-election after closely contested Brazil presidential runoff
Lula’s victory came after a closely fought presidential runoff held on Sunday, October 25, in which he defeated Flávio Bolsonaro, the candidate of Brazil’s Liberal Party and son of former president Jair Bolsonaro.
According to the reported official tally, Lula secured approximately 51.78% of the valid votes, compared with 48.23% for Flávio Bolsonaro. The result followed a competitive election campaign that highlighted political divisions within Brazil and competing visions for the country’s future.

The outcome ensures continuity in Brazil’s leadership under Lula, who previously served as president from 2003 to 2010 before returning to office in January 2023.
His re-election carries significance beyond domestic politics, particularly for Brazil’s international relationships, economic priorities and engagement with emerging economies.
Lula is expected to continue his presidency with a focus on social development, economic stability and Brazil’s role in international diplomacy. However, his administration will also face challenges related to public finances, political divisions and the need to build support across a divided political landscape.
The result has drawn attention from governments across the world, including India, which has sought to expand its partnerships with major developing economies.
India-Brazil Strategic Partnership gains renewed diplomatic momentum
India and Brazil have developed a broad relationship encompassing trade, investment, technology, energy, agriculture, healthcare and cooperation in international forums.
Both countries are members of BRICS, the grouping that brings together major emerging economies, and have advocated greater representation for developing nations in global decision-making institutions.
Their partnership also reflects shared interests in promoting economic growth, strengthening multilateral cooperation and addressing challenges that affect countries across the Global South.

Modi’s message places particular emphasis on expanding cooperation across different sectors rather than limiting the relationship to traditional diplomatic engagement.
The two countries have opportunities to deepen collaboration in areas such as digital public infrastructure, emerging technologies, renewable energy, pharmaceuticals, agricultural research and industrial development.
Closer engagement could also create additional opportunities for businesses, investors and institutions in both countries.
While the Prime Minister’s statement did not announce any new agreement or specific initiative, it reaffirmed India’s willingness to work with Lula’s government to advance common priorities.
Modi and Lula held talks during Brazilian President’s India visit
The congratulatory message follows earlier high-level engagement between the two leaders.
Lula visited India in February 2026 for a state visit, during which he held discussions with Modi on strengthening bilateral relations and exploring opportunities for cooperation in several strategic areas.
The discussions covered critical minerals, digital cooperation, traditional knowledge, healthcare, micro, small and medium enterprises, entrepreneurship and mass communication, according to reports on the visit. Lula also participated in the AI Impact Summit held in New Delhi.
These areas reflect the growing importance of technology, supply-chain resilience and economic diversification in India’s international partnerships.
Cooperation on critical minerals, for example, could become increasingly relevant as countries seek secure supplies of materials essential for advanced manufacturing, clean energy and electronics.
Similarly, digital technologies and healthcare offer opportunities for the two countries to exchange expertise, encourage innovation and develop mutually beneficial projects.
The leaders’ previous discussions provide a foundation for further engagement during Lula’s renewed mandate.
Global South cooperation remains a key priority
Modi’s reference to the Global South was a central element of his congratulatory message.
India and Brazil have frequently called for international institutions to better reflect the interests and concerns of developing countries. Their cooperation through BRICS and other multilateral platforms provides opportunities to coordinate positions on economic development, climate change, technology access and global governance.
Both nations have also sought to strengthen their international influence while maintaining independent foreign-policy priorities.
For New Delhi, closer ties with Brasília could help broaden India’s engagement with Latin America. For Brazil, stronger cooperation with India offers opportunities to expand its economic and diplomatic connections with one of the world’s largest emerging markets.
The emphasis on an inclusive, equitable and sustainable world also points to areas where the two countries may seek greater coordination in international discussions.
What Lula’s victory means for India
Lula’s re-election offers an opportunity for India and Brazil to build on their existing diplomatic relationship and pursue new areas of cooperation.
The next phase of bilateral engagement will depend on how both governments translate their shared priorities into practical initiatives, commercial opportunities and sustained diplomatic coordination.
With both countries playing influential roles among developing economies, their ability to work together could carry significance for trade, technology and multilateral diplomacy.
