Delhi Akali chief Paramjit Singh Sarna has demanded the immediate resignation of Delhi Sikh Gurdwara Management Committee (DSGMC) president Harmeet Singh Kalka, following the registration of an FIR in Punjab that names two DSGMC members in connection with alleged fraud involving an industrial plot in New Delhi.
The FIR was registered at Phillaur police station as FIR No. 0253 under Sections 316(2), 318(4) and 61(2) of the Bharatiya Nyaya Sanhita. According to the allegations cited by Sarna, the case relates to a dispute involving a 3,200-square-yard DDA industrial plot located at A-19, Wazirpur Industrial Area, New Delhi.
Sarna said the case had created serious questions about accountability within the DSGMC and argued that Kalka, as the committee’s president, should accept responsibility and step down.
Sarna Questions DSGMC Leadership
Sarna said the registration of a criminal case naming DSGMC members Bhupinder Singh Ginny and Manjeet Singh Aulakh had raised concerns about the credibility and functioning of the gurdwara management body.
He argued that the issue could not be dismissed as a matter concerning individual members because the allegations involved people holding positions within the DSGMC.
“When members of the DSGMC leadership are named in a criminal case involving allegations of fraud over property in Delhi, the president cannot hide behind technicalities,” Sarna said, calling on Kalka to answer the Sikh community and accept responsibility.
The Delhi Akali chief also questioned the influence allegedly exercised by Manjinder Singh Sirsa, a Delhi government minister. Sarna alleged that Sirsa continues to wield considerable influence over the DSGMC and described him as the de facto power behind Kalka.
According to Sarna, the controversy therefore raises broader questions about who makes decisions within the gurdwara management body and who should be held accountable when allegations of wrongdoing emerge.
Allegations Over Wazirpur Industrial Plot
Sarna further claimed that the FIR mentions Sirsa’s name on page six in Gurmukhi. He said the case names DSGMC members Bhupinder Singh Ginny, Manjeet Singh Aulakh and others.
He also referred to a legal opinion obtained by Punjab Police in connection with the matter, which, according to him, is recorded on pages 11 to 13 of the FIR.
The allegations cited by Sarna concern a 3,200-square-yard DDA industrial plot in Wazirpur Industrial Area. He claimed that ₹76.81 lakh was officially taken on the assurance of facilitating the allotment or securing the property at a significantly lower price.
Sarna further alleged that the wider transaction involved several crores of rupees and that the money was purportedly paid by a retired Punjab Police officer who had allegedly been promised assistance in obtaining the property.
The allegations remain part of the criminal investigation and will have to be established through due legal and investigative processes.
BJP Faces Questions Over Sirsa
Sarna also turned his criticism toward the Bharatiya Janata Party, questioning the political implications of the allegations involving Sirsa.
He said the BJP leadership in Delhi should explain why a minister facing what he described as serious allegations and controversies continues to hold public office.
According to Sarna, the issue extends beyond an individual’s reputation because ministers are expected to maintain public confidence and uphold standards of accountability.
He argued that the BJP could not simply treat controversies surrounding its ministers as private matters when those individuals continue to occupy government positions and retain influence over important community institutions.
Rice Allocation Controversy Adds Political Pressure
Sarna’s latest demand comes amid another controversy surrounding Sirsa, involving a CBI FIR concerning alleged irregularities in the allocation of rice under the Open Market Sale Scheme.
The opposition in the Delhi Assembly has alleged that 50,645 metric tonnes of rice intended for Delhi’s poor were diverted and has sought a CBI investigation into Sirsa’s alleged role.
News reports cited by Sarna have also referred to correspondence mentioned in the CBI FIR concerning the allocation of 31,000 metric tonnes of rice to a Haryana-based company without an e-auction.
Sarna said the latest controversy should not be viewed separately from what he described as a wider pattern of allegations involving Sirsa.
Sarna Calls for Accountability
Sarna said the BJP now faces a choice between protecting an individual and protecting the credibility of the government and the party.
He maintained that public officials must remain accountable when serious allegations emerge and that political leadership cannot ignore questions surrounding the conduct of those holding public office.
The demand for Kalka’s resignation is likely to intensify the political debate surrounding the DSGMC, while the allegations contained in the FIR are expected to remain subject to investigation and due process.
For the moment, Sarna has made his position clear: he wants Kalka to step down and answer the Sikh community over the controversy surrounding DSGMC members named in the FIR.
