NEW DELHI: Prime Minister Narendra Modi announced that the Central Government will establish fast-track courts to ensure speedy trials and stringent punishment in examination paper leak cases. The move comes amid growing concerns over repeated paper leaks and alleged irregularities in competitive examinations, with the government aiming to safeguard the future of millions of students and uphold the credibility of India’s examination system.
The announcement comes against the backdrop of nationwide protests by students and mounting political pressure over alleged paper leaks in several competitive examinations, including NEET. The issue has triggered sharp exchanges between the ruling Bharatiya Janata Party (BJP) and the opposition Congress, with both sides presenting contrasting approaches to tackling examination fraud.
PM Modi Promises Zero Tolerance
Prime Minister Narendra Modi stressed that the aspirations of India’s youth cannot be compromised by criminal networks involved in paper leaks.
Announcing the decision, he said, “The future of our youth cannot be compromised. The government has decided to establish fast-track courts to ensure swift and stringent punishment in paper leak cases. Those who play with the dreams of our students will not be spared.”
The Prime Minister reiterated that examination systems must remain transparent, fair and credible. He said the government is committed to making recruitment and entrance examinations foolproof by strengthening legal mechanisms, improving technology and ensuring faster judicial processes.
According to the government, the proposed fast-track courts are expected to reduce delays in prosecution and serve as a strong deterrent against organised cheating rackets and those involved in leaking question papers. Officials believe quicker trials will reinforce public confidence in the country’s education and recruitment systems.
Focus on Exam Reforms
The Centre has maintained that examination reforms are already underway, including enhanced digital monitoring, tighter security during question paper transportation, stronger coordination among investigative agencies and stricter action against individuals involved in malpractice.
Government representatives have argued that while isolated incidents have occurred in different states over the years, decisive legal action and systemic reforms are necessary to prevent future leaks rather than politicising the issue.
Officials also indicated that state governments, investigating agencies and educational institutions will be expected to work closely to ensure faster investigations so that cases can be concluded quickly through the proposed fast-track courts.
Rahul Gandhi Questions Government’s Record
Congress leader Rahul Gandhi, however, criticised the announcement, arguing that the government should first accept responsibility for repeated examination leaks before announcing new measures.
Reacting to the Prime Minister’s statement, Rahul Gandhi said, “You harmed the future of our youth the most. The country has witnessed repeated paper leaks. We need accountability, a strong anti-paper leak law and justice for affected students.”

Rahul Gandhi reiterated his demand for stronger legal safeguards, assistance for students whose careers have been affected by paper leaks and accountability from those responsible for administrative failures. Opposition parties have accused the Centre of failing to prevent recurring paper leak incidents, while the government has maintained that criminal networks involved in examination fraud are being identified and prosecuted.
