Om Birla Envisions a Renewed West Bengal
Lok Sabha speaker Om Birla expressed confidence that can once again become a leading centre of cultural renaissance, innovation, and economic progress, stating that “India looks towards West Bengal with great expectations.” Addressing the inaugural session of a two-day orientation programme for newly elected members of the in Kolkata, the Lok Sabha Speaker urged legislators to strengthen democratic traditions and work collectively for the state’s comprehensive development.
He said elected representatives have a responsibility that extends beyond their constituencies and should contribute to policies and legislation that benefit the entire state. According to him, the mandate given by the people carries with it the expectation of accountable governance, visionary leadership, and constructive participation in the legislative process.
Focus on Solutions, Not Mere Criticism
During his address, Birla emphasized that legislative debates should aim to provide practical solutions rather than merely highlighting shortcomings. He remarked that constructive discussions are the hallmark of a vibrant democracy and that criticism should always be accompanied by well-researched alternatives.
He urged legislators to prepare thoroughly before participating in debates, relying on facts, research, and reasoned arguments to improve the quality of policymaking. Such an approach, he said, strengthens democratic institutions and builds public confidence in the legislative process.
Birla also reminded members that every law passed and every policy debated in the Assembly has a direct impact on the lives of citizens, making it essential for legislators to engage responsibly and thoughtfully.
Represent the Entire State
Highlighting the broader responsibilities of elected representatives, Birla said every MLA is not only the representative of a particular constituency but also a custodian of the aspirations of the entire state.
He urged members to rise above local political considerations and adopt a statewide perspective while participating in legislative business. Every decision taken in the Assembly, he observed, should prioritize public welfare and contribute to balanced and inclusive development across West Bengal.
Congratulating the newly elected legislators, Birla noted that the people have placed immense trust in them and expect responsive governance, transparency, and long-term vision.
Continuous Learning Is Essential
The Lok Sabha Speaker encouraged legislators to remain lifelong learners by studying parliamentary debates, landmark legislations, constitutional provisions, and best legislative practices from across India and the world.
He pointed out that continuous learning, openness to new ideas, and self-improvement are essential qualities of an effective public representative. According to him, knowledge equips lawmakers to make informed decisions and contribute meaningfully to debates on complex policy issues.
Birla also advised first-time legislators to spend maximum time inside the Assembly, even when they are not scheduled to speak. Observing proceedings and listening to experienced members, he said, is one of the best ways to understand legislative functioning.

Birla noted that the present Assembly includes a significant number of first-time legislators and young representatives, describing it as a historic opportunity for the state.
He appreciated the increasing participation of young leaders and women in public life, saying their involvement would bring fresh perspectives, innovation, and people-centric governance.
According to him, this new generation of lawmakers has the potential to strengthen democratic institutions while addressing contemporary challenges through modern and inclusive policymaking.

Speaking about the role of technology, Birla observed that digital platforms and artificial intelligence are transforming legislative institutions across the country.
He highlighted the benefits of the Digital Sansad platform, which enables legislators to access parliamentary debates, committee reports, legislative documents, and best practices from Parliament and state legislatures.
The Speaker said technology offers lawmakers unprecedented opportunities to improve their understanding of governance and policymaking while making legislative work more transparent and efficient.
Democracy Thrives on Respectful Dialogue
Birla stressed that disagreement is a natural part of democracy but should always be expressed through dignified and respectful debate.
He said legislatures are institutions where ideas compete through discussion rather than confrontation, and democratic values must always prevail over political differences.
According to him, dialogue, consensus, and respectful dissent form the foundation of a healthy parliamentary democracy and help build stronger institutions.

Recalling West Bengal’s contribution to India’s intellectual, cultural, and nationalist movements, Birla said the state has consistently provided the nation with ideas, inspiration, and leadership. He paid tribute to eminent personalities and saying their vision and sacrifices continue to inspire generations.
Birla said Bengal’s rich heritage in culture, education, spirituality, literature, and industry should be revitalized alongside modern economic development.
Orientation Programme to Build Legislative Excellence
The two-day orientation programme has been organised by the in collaboration with the .
The programme covers key legislative subjects, including effective lawmaking, parliamentary customs and conventions, executive accountability, committee systems, private members’ bills, financial business and budgetary processes, parliamentary privileges and ethics, and the National e-Vidhan Application (NeVA).
The sessions are being conducted by senior parliamentary experts, constitutional scholars, Members of Parliament, and Presiding Officers from different state legislatures to provide newly elected MLAs with a comprehensive understanding of legislative responsibilities.
The inaugural programme was attended by several dignitaries, including , , and other senior public representatives.
