India’s space programme is heading towards a major transformation, with the Indian Space Research Organisation (ISRO) preparing to move away from manufacturing launch vehicles and routine satellites and concentrate more heavily on research, advanced technologies and ambitious scientific missions.
The significant policy shift was highlighted by IN-SPACe Chairman Pawan Goenka, who said the space agency is moving towards a model in which industries and private companies take greater responsibility for producing rockets and satellites. The development marks a major change from the traditional system under which ISRO played a central role across research, development and manufacturing.
ISRO to Focus on Research and Advanced Space Technology
Under the emerging model, ISRO’s primary responsibility will increasingly centre on research and development, scientific exploration, advanced technology and specialised space infrastructure.
Goenka indicated that ISRO would eventually stop manufacturing launch vehicles itself, with production shifting to private companies and public-sector enterprises where appropriate. Once technologies developed by ISRO mature, they can be transferred to industry for commercial production and wider deployment.
The objective is to allow ISRO scientists and engineers to devote more time and resources to technologies that are at the frontier of space exploration rather than routine manufacturing activities.
SSLV Becomes the First Major Example
The transition is already visible in the Small Satellite Launch Vehicle (SSLV) programme. The technology for SSLV has been transferred to Hindustan Aeronautics Limited (HAL), which is expected to manufacture and launch the vehicle as part of the growing industrial participation in India’s space sector.
The government had earlier confirmed that SSLV had completed its developmental flights and was handed over to NewSpace India Limited (NSIL) and industry for production and launch.
A technology-transfer agreement involving HAL for SSLV was also recorded by the government, demonstrating how technologies developed within ISRO are increasingly being commercialised through industry.
PSLV and LVM3 Could See Greater Private Participation
The next major stage of the transition could involve India’s established launch vehicles, including the Polar Satellite Launch Vehicle (PSLV) and Launch Vehicle Mark-3 (LVM3).

PSLV has been one of India’s most important launch platforms for decades, while LVM3 has emerged as the country’s most powerful operational rocket. Greater private-sector involvement in manufacturing these vehicles could significantly expand India’s capacity to conduct commercial launches.
The move would also reduce the manufacturing burden on ISRO while allowing companies to develop large-scale production capabilities and compete in the international launch market.
Technology Transfer Already Gathering Momentum
India has already been steadily expanding the transfer of space technologies from government institutions to private companies.
According to government data, 71 ISRO technology transfers had been facilitated through IN-SPACe to industry, including startups, as of January 31, 2026. The mechanism allows Indian private entities to gain access to technologies, testing facilities and technical support developed through the country’s public space programme.
This approach is intended to create a stronger domestic space manufacturing ecosystem, enabling companies to develop products and services based on technologies that were previously available primarily within government institutions.
Private Sector Emerges as a New Force
The transformation comes at a time when India’s private space industry is expanding rapidly. The opening of the sector has encouraged startups and established industrial groups to invest in rockets, satellites, propulsion systems, space applications and other technologies.

The successful orbital mission of Skyroot Aerospace’s Vikram-1 in July 2026 further demonstrated the growing capabilities of India’s private space sector. The government described the mission as an important milestone in India’s emergence as a stronger participant in the global commercial space economy.
The increasing participation of private players could eventually create a more competitive ecosystem, with companies developing independent launch systems and satellite platforms while ISRO concentrates on technologies and missions that require extensive research and long-term national investment.
India Eyes a Much Larger Space Economy
The restructuring is also linked to India’s ambition to dramatically expand its space economy. The country’s space sector is currently estimated at around $8 billion, while the target is to reach approximately $44 billion by 2033, according to Goenka’s remarks reported by India Today and other reports.
Achieving that goal will require stronger domestic demand, wider adoption of space-based services across industries and greater participation in international markets.
The government is also expected to play an important role as an anchor customer, helping create demand for capabilities developed by private space companies.
A New Era for India’s Space Programme
The planned transition does not mean ISRO is stepping away from India’s space ambitions. Instead, it represents a fundamental change in the agency’s role.
Rather than remaining heavily involved in mass production, ISRO is expected to focus increasingly on scientific exploration, breakthrough technologies, specialised satellites, advanced propulsion and major national missions.
For India’s private space industry, meanwhile, the opportunity is potentially enormous. Access to proven ISRO technologies could accelerate commercial development, reduce technological barriers and strengthen India’s position in the global space market.
The shift therefore represents more than a change in manufacturing responsibility. It signals India’s attempt to build a space ecosystem in which ISRO leads cutting-edge research while private industry transforms mature technologies into commercially viable products.
If successfully implemented, the strategy could make India’s space sector more innovative, competitive and globally influential, while freeing ISRO to pursue the next generation of ambitious missions beyond Earth orbit.
